Election Commission: We are obligated to announce the results within 24 hours

The Independent High Electoral Commission announced its commitment to announcing the election results within 24 hours, while the Parliamentary Integrity Committee warned governors against exploiting their positions and harnessing the governorate’s resources for the benefit of their parties or candidates.
The head of the Electoral Administration at the Commission, Abbas Farhan Al-Fatlawi, told Al-Sabah: “The Commission has prepared a special timetable for the irregular governorate council elections in the region, which will be held on the eighteenth of next month,” noting that “the Commission has worked from the first moment to legislate The law requires the implementation of the legal, technical and financial aspects within the timetable, and follow-up on its implementation by the Council of Commissioners continues.”
He added, “One of the reputable international companies completed the examination of all electronic programs, including devices, servers, and the transmission medium, with the participation of governmental and parliamentary committees in this field. It is the same company that examined the devices in the 2021 House of Representatives elections.”
Al-Fatlawi renewed “the Commission’s call to spread awareness regarding participation in the elections,” stressing that “the Commission will support the element of balance and independence in the national entitlement,” and indicated “the presence of three procedures in the governorate council elections, namely the electoral system that adopted (Saint-Lego) instead of the system.” Which was used in the parliamentary elections, and there are 15 electoral districts in the new law,” considering that “each governorate is one district after there were 83 districts, by dividing the governorate into several districts, in addition to that voting is by a single, non-transferable vote system.”
The head of the Electoral Administration expected that “there will be a large demand to participate in the elections, after the widespread participation of citizens in the updating and registration processes, which prompted the Commission to extend the updating period for those who wish to do so, especially after the law stipulated that elections are conducted exclusively with the biometric card.”
He pointed out that “the law obligated the Commission to announce the results within 24 hours, and the Council took special measures to do so and overcome the mistakes that occurred in the past, and there is a possibility for the candidate to know the results he obtained through reports issued by the Bekoz devices used in these elections at the governorate level, before To be officially announced by the Commission.
Meanwhile, a member of the Parliamentary Integrity Committee, Bassem Khashan, warned in an interview with “Al-Sabah” that “the elections have become a season for trading in the rights and entitlements of citizens, and many officials and governors are working to trade the rights of citizens for their votes.”
He stated that “the projects and services provided by the governorate have become a means of buying votes,” calling on “the governors to distance themselves from exploiting office positions in the elections,” and calling on “the Independent High Electoral Commission to monitor these cases.”
Khashan added, “There are many cases of some candidates offering temptations to citizens and services outside their competencies before they even become members of councils, as they work to present small projects at their expense or at the expense of departments through their relationships, and this exists in all Iraqi provinces.” , warning against “using governorate resources in electoral campaigns.”
On the other hand, a member of the Board of the Election Commission, Ahlam Al-Jabri, said: “The Commission worked to train female candidates for the provincial council elections for three days in coordination with the National Security Advisory, to educate them regarding elections and achieving personal and cyber security,” indicating that it is “a good opportunity to give some information about Defending their rights and legal texts.”
She explained, “The quota is women’s participation in no less than 25 percent, and there are female candidates who win their votes without the need for the quota,” noting that “if the quota is not achieved in a certain district, the top losers can vote.” The same list should replace it.”
She added, “The total number of candidates for the provincial council elections reached 6,000, including 1,657 female candidates,” noting that “(the quota) is one seat for women for every three seats for men, but there are electoral districts in which women win by the strength of their votes.”
