The Ministry of Water Resources attributed the failure to conclude a memorandum of understanding protocol with Turkey so far, to the latter’s refusal to determine a fixed share for Iraq from the waters of the Tigris and Euphrates, stressing that the lack or interruption of liquefaction water for some areas of the capital is due to the lack of laws regarding rationalization and consumption of water. .
Minister Aoun Dhiyab Abdullah said in a statement to “Al-Sabah”: The Strategic Planning and Federal Service Committee discussed the implementation of the government program, water storage, modern irrigation projects, and plans to maintain dams, stressing that the government’s efforts are continuing to negotiate with both Turkey and Iran regarding the joint water file.
He attributed the failure to date to sign a memorandum of understanding protocol with Turkey after the recent visit of his ministry’s technical delegation to Ankara, due to the latter’s failure to agree to set a fixed quota for the releases of the Tigris and Euphrates rivers, pointing to the continuation of communications between the two countries in order to achieve positive results that are in the interest of Iraq.
In the same context, Abdullah revealed several attempts with Turkey regarding water quotas that were launched and then stopped and are not continuing in the prescribed quantities, noting that current water imports from Turkey to the Mosul Dam reach 300 m3/s, which is less than the agreed upon imports of 500 m3/s. /tha, within the joint agreements with both Syria and Turkey earlier.
He attributed the complaint of some areas far from the capital about the scarcity or constant interruption of liquefaction water to the lack of laws for rationalizing and consuming water, in addition to the violations occurring in the liquefaction networks in all regions of Baghdad and the governorates, in addition to the failure to install meters, noting that his ministry pumps daily to Baghdad 65 m3/s, while the per capita share of this quantity is 700 litres, which is very large.
In the same context, a member of the Parliamentary Agriculture, Water and Marshlands Committee, Ibtisam Al-Hilali, said in an interview with “Al-Sabah” that the Ministry of Resources witnessed many accumulations during the previous years despite providing large allocations to it, but those allocations were not properly directed to its projects, usually the current budget allocations for the Ministry. , are few and shy and will not contribute to the completion of the projects scheduled for river irrigation and lining work, the maintenance of streams and dams, and the removal of all kinds of abuses in order to deliver water to the rivers’ bottoms and distribute it fairly, demanding increased allocations for the completion of the projects, especially since the Prime Minister directed financial allocations to the ministry within the federal budget for the year 2023 to proceed with the completion of its projects.
