A package of agreements and memorandums of understanding concluded by Baghdad with Ankara yesterday with the visit of Turkish President Recep Tayyip Erdogan to Iraq, but the entry into force of these agreements is something that observers question.
While a parliamentary committee confirms that these memorandums will be subject to in-depth study in Parliament before being approved, an economic expert doubts the intention of Turkey, which advances its interests in these agreements, pointing out that it does not deal in accordance with the principle of good neighborliness and common interests.
Member of the Parliamentary Foreign Relations Committee, Mukhtar Al-Moussawi, says, “The memorandums of understanding are important for Iraq with Turkey or the rest of the countries of the region and the world, and certainly these memorandums will be in the interest of the two countries, and they are not in the interest of one country or another.”
Al-Moussawi adds that “the Parliamentary Foreign Relations Committee did not see all the details of those memorandums, and therefore during the coming days these agreements and all memorandums of understanding will be studied,” pointing out that “transforming memorandums of understanding into an official signed agreement requires a vote by the House of Representatives, as international agreements often require Parliament must ratify it by a majority, and this is what was confirmed by the Federal Court.”
He stresses that “any paragraph within any agreement cannot be passed in the House of Representatives without study. Such agreements and even memorandums of understanding are well studied by specialized technical and legal committees, and Parliament has the right to object and reject any international agreement that opposes Iraq’s interests or violates the constitutional texts.”
Yesterday, Monday, Turkish President Recep Tayyip Erdogan arrived in the capital, Baghdad, for his first visit in 13 years, after his last visit was when he was prime minister in March 2011, and he was accompanied by the Ministers of Foreign Affairs Hakan Fidan, Defense Yaşar Guler, Interior Minister Ali Yerlikaya, Trade Omar Polat and Transport. Infrastructure Abdulkadir Oraloglu, agriculture and forestry Ibrahim Yumakli, energy and natural resources Alp Arslan Bayraktar, industry and technology Mehmet Fatih Cajir.
Al-Sudani and Erdogan sponsored the signing ceremony of a four-way memorandum of understanding between Iraq, Turkey, Qatar and the UAE, aiming at joint cooperation on the strategic “development road project”, in the presence of members of the Turkish and Iraqi delegations.
For his part, Director of the Iraqi Center for Strategic Studies, Ghazi Faisal, confirms that “the visit of Turkish President Recep Tayyip Erdogan to Iraq and the signing of agreements and memorandums of understanding is very important, especially with regard to the economic and investment aspect, and these agreements are in the interest of the two countries, as they were built on the basis of mutual common interests.” .
Faisal explains that “Turkey has great importance in the region, and that is why Iraq wants to strengthen those relations with it at various levels, and we expect that after Erdogan’s visit to Baghdad, there will be a development in relations between the two countries, especially the water file and the oil export file through the port of Ceyhan, as well as the security file, which has priority.” Great for Ankara.”
He adds, “Memorandums of understanding are not binding agreements. There are hundreds of memorandums of understanding signed between Iraq and different countries over the past years, but in reality we have not seen any implementation of those memorandums and their transformation into international agreements binding implementation. These memorandums come within protocol procedures to strengthen relations.” .
Yesterday, Iraq signed with Turkey 26 agreements and memorandums of understanding related to various fields, and in the field of water, a cooperation framework agreement was signed between Iraq and Turkey, which aims to develop ways of understanding and cooperation in the water sector, on the principle of equality, good intentions, and good neighborliness, and to develop a new vision for implementing infrastructure projects. And investment in water resources in Iraq, according to a government statement.
The agreement included cooperation through joint projects to improve water management in the Tigris and Euphrates basins, and inviting Turkish companies to cooperate in the infrastructure of irrigation projects such as; Water harvesting systems and dams, lining canals, installing filtration and desalination plants, and water treatment projects.
In addition, economic affairs expert Nasser Al-Kinani believes that “Erdogan wanted, through his visit, to impose some conditions and requests that have an economic and financial benefit primarily for Turkey’s benefit, and that is why the memorandums of understanding and agreements came, without their precise details being revealed by the official authorities.”
Al-Kanani explains that “Turkey is dealing with Iraq not according to the principle of good neighbourliness, and this matter is clear to everyone through cutting off water and destroying Iraqi agriculture, as well as the continued military targeting of Iraq’s sovereignty and threatening its security, as well as the occupation of large areas of Iraqi lands in the north, and this indicates that Turkey does not deal with According to this principle.”
He added, “Erdogan’s visit to Baghdad came in order to save Turkey’s economic and financial situation. Iraq is an important investment arena for Turkey and its various companies, and that is why we believe that the visit came in the interest of Ankara, and days will prove this, through Turkey’s continued water cutoff as we enter the summer season and the arrival of a crisis.” Drought has reached very dangerous levels.”
Yesterday, Erdogan stressed the need to consolidate relations with Iraq in all fields, considering that today’s signing of agreements with Iraq is a new page and a starting point for the future of the two countries, while he revealed the signing of an agreement with Iraq to consider the PKK a terrorist organization in order to combat and eliminate it, according to what he said.
