Representatives: Official departments suffer from a deficit in human resources

With the turning of the page on free lecturers by appointing them to the staff of the Ministry of Education, a new phenomenon has surfaced in some state departments, namely volunteers, who work specific days without pay, or receive symbolic rewards, even though they are in violation of the law on the one hand. On the other hand, there is a huge glut in staffing that state departments suffer from.
A member of the Parliamentary Work Committee, Amir Al-Maamouri, called for “addressing the problem by transferring the surplus employees to departments that suffer from a shortage of human resources.”
Al-Maamouri said, in an interview with “Al-Sabah,” “If we conduct a study and evaluation of state departments, we will find that there are departments that urgently need the presence of employees.” For the purpose of completing the work, they have a shortage of human resources, while there are other departments that suffer from a glut and an increase in employees, and some of them are even without offices,” adding that “the government can organize the surplus employees and transfer them to other departments, taking into account the specialization and need.”
He explained that “some The departments address the vacancy through volunteering, which requires obtaining formal and official approvals from those with authority,” indicating that “the volunteer is not guaranteed appointment, but his period of service is added in the form of points for the purpose of competition, because appointment has a mechanism and controls.”
A member of the Parliamentary Work Committee pointed out that “The negatives of this phenomenon are responsibility, financial receivables, accounts, handover and receipt of work, completion, and matters related to preserving public money, which cannot be handed over to the volunteer. We believe that addressing the issue of vacancies through transfer or paid employment, as it is not legally permissible to employ any worker without wages, while volunteers cannot be held accountable or compensated.”
In turn, legal expert Qasim Al-Daraji said: “The law for state employees is limited to work with pay, a contract, or permanent staff, and there is no provision for voluntary or free work,” stressing that it is “a measure that violates the law, despite its presence in many state departments.”
Speaking to Al-Sabah, Al-Daraji asked, “How will the volunteer be held accountable if he makes a mistake? How will he be compensated if he is involved in an accident? According to what legal clause will he obtain his rights? In the end, it is an illegal matter.”
