    On Monday, Al-Eqtisad News published the recommendations of the Fourth Baghdad International Water Conference, the most prominent of which was the establishment of a joint coordination center between riparian countries in shared river basins.
    Below is the text of the recommendations:
    1 - Strengthening international cooperation in shared river basins in accordance with the principles of international law, respecting the rights and interests of the countries riparian to the international river, securing their equitable water needs in the waters of those rivers to serve the peoples who benefit from them, and continuing negotiations to reach equitable water-sharing agreements.
    2- We condemn what is happening in Gaza in terms of bombing and targeting of defenseless civilians, infrastructure facilities and water complexes. This bombing and targeting is considered a serious violation of the provisions of international and humanitarian law and a war crime and genocide.
    3- Developing the capabilities of technical and legal teams working in the field of international cooperation related to shared waters.
    4- Establishing a joint coordination center between the riparian countries in the shared river basins, which undertakes the exchange of knowledge and information, as well as the preparation of relevant joint scientific research.
    5- Formulating and enforcing policies, regulations and laws related to the sustainability of water resources, especially Goal 6 of the Sustainable Development Goals, which include water policies that set goals for water use, protection and preservation, in addition to forming a regulatory framework that includes institutional arrangements and the functions of each, as well as an understanding of resources and needs.
    6- Emphasis on preserving natural and environmental systems and relevant World Heritage sites and developing their communities, as one of the solutions derived from nature to contribute to reducing the effects of climate change, and securing the water necessary to ensure its sustainability as a right of the population, the environment that benefits from it, and the biodiversity associated with it.
    7- Consolidating the unique value of water to be a catalyst in urging the public of water users to support the capabilities of the water, agriculture, energy, environment and finance management systems to ward off the repercussions of climate change using a comprehensive financial approach that takes into account the climate and mobilizes human capital, including segments of women and youth.
    8- Emphasizing the sustainable use of groundwater and ensuring that it is not depleted and that drinking water has priority in the use of this resource.
    9-Use water efficiently in dry and semi-arid areas to achieve the highest possible benefit from the amount of water saved for the purpose of using it to irrigate more agricultural land.
    10- Increasing the role of water guidance and awareness through educational institutions to rationalize the use of water, activating youth participation and their constructive role in their voluntary contributions to preserving the environment, and developing an official program for awareness and public information about the value of water and the actual costs that societies bear as a result of its wastage.
    11- Expanding the use of water harvesting techniques, using solar energy in water desalination, expanding the safe use of agricultural drainage water after treatment in agriculture, monitoring the quality of surface and groundwater, and highlighting solutions to drought through flexibility in the water sector and linking it to the problems of population migration as a result of Climate change and national security, as well as strengthening agricultural, finance and governance systems.
    12- Expanding the use of remote sensing techniques and artificial intelligence in developing water resources monitoring and management and monitoring violations.
    13- Conduct comprehensive risk assessments to identify vulnerable areas and populations exposed to water-related hazards, and establish early warning systems to ensure timely alerts and ensure rapid response.
    14- Establishing an enabling environment for the formation of emerging technology companies that will attract investment and create job opportunities in the areas of maximizing water resources.
    15-. Creating the appropriate conditions for social innovation and community participation, including involving local communities in the design and implementation of projects to maximize water resources in order to promote sustainable solutions from within.
    16- Using effective irrigation techniques such as drip irrigation and highly efficient sprinklers, providing financial support and banking facilities for them, developing their industry, and enhancing awareness of the importance of using water sustainably in society with the aim of reducing the water footprint.
    17- Strengthening cooperation and partnership to address the challenges of the interconnection of energy, water, environment, and food security through cross-border coordination and partnerships, sustainability, clean technology, awareness and education, investment, justice and equality, governance, innovation, and regional integration.
    18- Continuing to follow up on the implementation of the recommendations of the Third and Fourth Baghdad International Water Conference through the conference secretariat and come up with a vision of the themes and objectives of the conference in its fifth edition.
    The Iraqi capital, Baghdad, hosted the Third Baghdad International Water Conference last year, headed by Prime Minister Muhammad Shiaa Al-Sudani.
