Specialists call for monitoring and regulating the entry of foreign workers

Specialists in economic affairs have warned that most foreign workers entered the country in an unorganized and chaotic manner, and the majority of them are illegal. This creates security risks represented by the lack of a database to track them, as well as economic risks in terms of high unemployment, which has reached 36 percent, especially among the category of workers. Young people, as well as transferring hard currency abroad.
The Minister of Labor and Social Affairs, Ahmed Al-Asadi, acknowledged earlier that there is an increase of tens of thousands of Bangladeshi workers in the country, especially illegal ones, and that the number of registered workers is not proportional to the real numbers present in the country.
Economist Dr. Nabil Al-Marsoumi told Al-Sabah: The phenomenon of foreign labor is not a result of the present, but rather began on a large scale nearly half a century ago, especially in the 1970s, when millions of Egyptian workers arrived, followed by Sudanese, but the type of labor differed after that. The year 2003, when they came from Bangladesh, and their numbers increased continuously, as a result of employers’ willingness to contract with them due to their discipline and commitment.
He added that the index of recruiting foreign workers increased as a result of increased demand, as it was limited to restaurants and shops, and extended to affluent and middle-class families through the recruitment of female workers from India, the Philippines, Indonesia and Nepal.
Al-Marsoumi stated that most of the foreign workers in the country are unorganized, that is, they enter through illegal means, while their entry through legitimate means occurs through offices and in small numbers, as estimates indicate that about a million foreign workers are not registered, while the registered ones are estimated at only about 70,000 workers. .
He explained that the workers entering the country are divided into two types. The first is skilled workers, represented by the health sector, which is an added value to the economy and has a positive impact, while the second type is represented by unskilled workers, such as service workers spread out in restaurants and stores, and their wages are low compared to local workers and their location is close to work, therefore. We find them preferable.
He continued that there is a risk in dealing with foreign workers, especially in security aspects, and in relation to terrorism, in addition to the spread of male workers, and this is something that could lead to the spread of the phenomenon of harassment and rape.
Al-Marsoumi noted that the large numbers of unregistered people make the process of following them up by the security services difficult, which makes them a burden on the security and social situation, in addition to the fact that they have begun to compete with local workers, especially after the spread of unemployment among Iraqis, especially the youth group, accompanied by the transfer of foreign workers. Amounts in dollar currency estimated at about two and a half billion dollars annually, according to some unofficial estimates, are sent abroad, which does not serve the economy. Therefore, we find an urgent need to monitor workers entering the country and subject them to state control.
The Ministry of Interior carries out continuous campaigns to follow up on the legal entry and registration of foreign workers and deports violators to their countries.
For his part, the consulting engineer Imad Al-Muhammadawi, who is interested in economic affairs, told Al-Sabah: Chaotically bringing in workers without having a database that can be consulted when needed and not registering them is extremely dangerous to the security of the country.
