    [size=45]Committee member, Muhammad Jassim Al-Khafaji, said that the penalty of deprivation of liberty means imprisonment and limits the freedom of the individual and is called this according to the law, indicating that this law includes the penalty of imprisonment only, according to the government newspaper Al-Sabah.[/size]
    [size=45]He explained that this law, according to the proposal previously received by the Supreme Judicial Council, includes imprisonment for a period of three years or less, and also includes, under conditions, that he pay a fine for every remaining day of his sentence, such as two years, for example.[/size]
    [size=45]He added that the draft law requires that he complete part of his sentence and does not include all punishments, but rather the punishments committed before its enactment, indicating that the law stipulates that the convict pay a financial sum for each day, and the amount proposed in the law is 10 thousand dinars, which is an amount that is considered inaccurate and needs to be repeated.     [size=45]He continued that the idea of ​​the law is to include poor convicts and reduce the number of prisoners, as we have overcrowding in prisons, and that part of the overcrowding is due to the failure to implement the death sentence for thousands of those included in it, according to strict judicial decisions.[/size]
    [size=45]Al-Khafaji stated that the proposed law has not been read yet and there are objections to it, including that it denies the nature of punishment, while other objectors believed that it would be an alternative to the Amnesty Law and by legislating it we would not need to legislate the Amnesty Law, and the latter is more comprehensive.[/size]
    [size=45]He pointed out that it is unlikely at the present time to read it for the first time, pointing out that the law is a draft received from the Supreme Judicial Council four years ago, which was amended within the Legal Committee, and a number of amendments were passed and it was presented in the name of a group of representatives.[/size]
