China's Xi wants investment treaty talks with US accelerated

BEIJING - Chinese President Xi Jinping promised that Beijing would work as hard as it could to wrap up talks on a bilateral investment treaty with the United States soon, in order to help the world economy.

In remarks at the opening of the U.S.-China Strategic and Economic Dialogue, a regular cabinet-level meeting between the two powers, Xi said his country would make the utmost effort to conclude the investment treaty, suggesting that China intends to accelerate the negotiations.

Since 2013, 24 rounds of talks have taken place.

This year's U.S.-China high-level dialogue meeting will also cover China's steel production levels and the South China Sea dispute.

The U.S. delegation is headed by Secretary of State John Kerry and Treasury Secretary Jack Lew, and their Chinese counterparts are State Councillor Yang Jiechi and Vice Premier Wang Yang.

Both parties likely want to wrap up talks before U.S. President Barack Obama leaves office in January 2017.

One challenge is to what extent China will open up its financial markets, which currently impose tight restrictions on foreign capital.

As for security policy, most attention is focused on the mounting tensions in the South China Sea. The dialogue may again result in no progress being made.

In his speech, Xi said there was no reason to fear differences between the two countries. He noted that some differences could be solved through dialogue, while some could be solved at the moment.

He also said that by respecting each other's differences and continuing to try to find common ground, Sino-U.S. relations can avoid major obstacles.
