    Ebadi said that " the majority of the federal budget for 2017 is the operating budget as a result of the state ofausterity faced by the country and are therefore austerity budget , "explaining that" the situation in which thevalue of 25 trillion dinars as an investment budget is in truth , it has been allocated to the payment of oil licenses in addition to the previous debt and armament and there are no real benefits of investment projects being parked full. " 
    He pointed out that" the budget focused on the security sector , which accounted for, such as more than 20% of the size of the budget in addition to the energy and oil licensing contracts were attributed approach and the remainder of the budget was allocated to staff salaries, education and health. "
