    [rtl]President of the European Council Donald Tusk announced that EU leaders agree that Russia probably bears responsibility for poisoning former Russian intelligence agent Sergei Scrippal.[/rtl]
     
    [rtl]During the European summit in Brussels, which dealt with Britain's exit from the European Union, she discussed the issue of Scrippal.
