The head of NATO's Nuclear Policy Department, Jessica Cox, said that all allies recognize that Ukraine cannot join the alliance at the current stage.
“Allies expressed their support for Ukraine’s rapprochement with NATO during this period, while recognizing that we have not yet reached the point where Ukraine can join the alliance,” Cox said in a speech she delivered at the Center for Strategic and International Studies in Washington.
Cox pointed out "the need to do significant work in relations between Ukraine and NATO," stressing that "some important steps in this direction were taken at the Vilnius summit and that efforts aimed at rapprochement between Ukraine and NATO are currently being doubled."
Ukrainian President Vladimir Zelensky announced at the end of September 2022 that his country was submitting an application to join NATO in an expedited manner, and the member states of the alliance agreed during their summit in Lithuania last summer to a multi-year support package for Ukraine, consisting of 3 points, which is an assistance plan to achieve compatibility of the armed forces. Ukrainian agreement with NATO standards, establishing the Ukraine-NATO Council and confirming Kiev's right to join the Alliance without the need to previously implement an action plan to achieve membership.
At the same time, no time frame has been set for Ukraine's entry into the alliance, which Kiev insisted on. The conditions that Kiev must fulfill to receive an official invitation have also not been specified.
