    Baghdad/Al-Masala Al-Hadath: Today, Wednesday, the Ministry of Finance issued a clarification regarding the employee salary scale.
    The Ministry stated in a statement received by Al-Masala that it reaffirms its clear approach towards taking into account the financial rights of all segments of Iraqi society, especially the segment of employees, and it constantly seeks to guarantee their legitimate rights and meet their living needs in a decent manner that takes into account the economic conditions and fluctuations witnessed by the entire world.
    She added that the Ministry has worked over the past period to provide all parties whose work is related to the salary scale file with the data available to it, especially the Diwaniyah Order Committee No. 24 of 2022. At the same time, we confirmed through our representative in the committee that the Ministry does not have a biometric system that links all spending units, as far as it is concerned. Its work includes approving the staffing of the spending units that are exclusively centrally funded, and in order for the committee to be provided with sufficient data for each employee to know what allocations he receives, it is the responsibility of the spending units in state institutions to submit their employees’ data to the concerned authority.
    She continued: This requires the head of the committee in charge of preparing the salary schedule to direct circulars to all spending units for the purpose of providing the committee with the data it needs, in addition to the necessity of holding consultative meetings with finance and human resources managers for all spending units to discuss the data received by the spending units to ensure the accuracy of the data. For each employee and according to each job title and according to the monthly salary powder prepared by the spending units and on the basis of which disbursements are made monthly, making the required adjustments to the salary scale (civilian and military), calculating costs and submitting recommendations by the committee to the party that issued the customs order to form the committee to take what they deem appropriate. And the amount of real costs required, so that the committee can proceed with the new peace legislation, which requires obtaining the approval of the Council of Ministers and subsequently submitting it to the House of Representatives for the purpose of legislation if the necessary approvals are obtained.
    It indicated that, based on the above, the Ministry supported the committee’s proposal regarding the possibility of approaching spending units in ministries and entities not affiliated with the Ministry and all governorates for the purpose of providing them with data on their employees and forming supportive committees to implement the proposal.
    She stressed that, as an executive body, it is responsible for implementing laws and legislation issued by higher authorities, and therefore the employee salary scale file is not its exclusive responsibility, as the Diwani Order Committee No. 24 of 2022 includes a number of executive, legislative and supervisory bodies and relevant state institutions.
