He said, "Kirkuk belongs to its people, and any solution that ignores the components of Kirkuk will not yield results," while pointing out that "the current equation in Kirkuk achieves balance and representation."
Al-Hakim said, "Peaceful demonstration is a constitutional and legal right, and we have expressed our objection to any demonstrations that cause road closures and disruption of departments," warning against "turning demonstrators into a gun for hire and economic and political blackmail."
