Germany's Focus magazine reported on Saturday citing a Finance Ministry report that Chancellor Angela Merkel's government officials had proposed allowing Britain to enter the single European market for a fee.
The 35-page report on the potential cost of Britain's exit from the EU on Germany said the move threatened "economic and stability-related consequences and would have a special impact on the real economy."
Berlin officials will estimate that Berlin will have to pump an additional 4.5 billion euros ($ 5 billion) a year into the coffers of the European Union as a result of Britain's departure.
To mitigate the impact of this cost, they introduced the idea of charging Britain to access the single market.
"Such a future financial contribution should be used to ease the financial consequences of Britain's exit from the EU (a cut in EU spending or an increase in payments to other member states)
A Finance Ministry official declined to comment on the Focus report when contacted by Reuters.
Britain's exit would also put additional pressure on German tax and customs officials as there would be new tax obligations for products and services purchased from British companies, the report said.
