    The Secretary-General of the Council of Ministers, Mahdi Al-Alak, said that the return of the displaced and the reconstruction of infrastructure, are the most important challenge to the Council of Ministers.
    "In the period between the occupation of Iraq and the liberation of Iraq, the number of displaced people reached about 5 million and 300 thousand displaced, we have succeeded in returning 50% of them so far," he said.
    "I can say that 90 percent of the population of Tikrit, 75 percent of Falluja and 75 percent of Ramadi have returned, and we have a plan to return 85 percent of the displaced in 2018 by providing basic services. Months".
    As for the reconstruction process, Al-Arak believes that "the journey is long, and it may take years and a lot of money."
    He said that the strategy was based on the destruction of infrastructure before leaving, which means that reconstruction needs large amounts and years of hard work, and is currently being completed field survey in the liberated areas.
