    "The majority of the political blocs object to the draft law of the general budget 2018, where the Kurds demand a larger share and the Alliance of Forces calls for increased expenditures of affected cities, and the southern provinces demanding increased financial allocations." 

    He explained that "these objections were recorded within the list of observations sent to the Prime Minister, and if treated with the satisfaction of everyone will pass the budget, otherwise will be similar to the budget in 2014." 

    He added that "the government gives the provinces in the form of payments in the event of delayed passage of the budget," noting that "if there is a will to pass the budget will be forced to the Council of Ministers to pass those payments mid-next year."
