Planning requires $ 2 billion and 30,000 staff to conduct census

The Ministry of [You must be registered and logged in to see this link.] requested an estimated budget of two billion dollars to complete the process of the general census of the population scheduled for the end of October next year,
while calling on the House of Representatives to approve the inclusion of these amounts in the budget year 2020.
The Government intends Adel Abdul Mahdi to send its amendments to the Population Census And Housing No. 40 of 2008 to the House of Representatives, including a proposed code (the general population census form) to be agreed between blocks and components.
The Committee of the Regions and the parliamentary provinces questioned the intentions of the government and the extent of its commitment to conduct the census on the stated dates, believing that there are major problems that represent obstacles to the multiplicity of population, including the existence of cases of financial corruption and non-resolution overlap in the borders of many provinces and districts and Article 140 of the Constitution.
On Tuesday, the Supreme Federal Court ruled that article 140 of the Iraqi Constitution on the disputed territories was effective, stating that "the date specified in the implementation of the article laid down organizational matters and urged the concerned parties to implement them without affecting their essence and achieving their objective."
The court said in a statement that "the Federal Supreme Court held its session under the chairmanship of Judge Medhat al-Mahmoud and the presence of all members of the judges and considered the request of the House of Representatives to interpret Article 140 of the Constitution in terms of its validity or not."
She pointed out that "the Federal Supreme Court decided to remain in force Article (140) of the Constitution at the present time and until the implementation of the requirements and achieve the purpose of legislation in accordance with the steps outlined in Article (58) of the Law of the State Administration of Iraq for the transitional period."
Article (140) of the Constitution stipulates: First: The executive authority shall take the necessary steps to complete the implementation of the requirements of Article (58) of the Transitional Administrative Law in all its paragraphs. Second: The responsibility of the executive authority in the transitional government stipulated in Article 58 of the Transitional Administrative Law of the State of Iraq extends and continues to the executive branch elected under this Constitution, to be completed in full (normalization, statistics and ending with a referendum in Kirkuk) And other disputed areas, to determine the will of its citizens) by 31 December 2000.
