    Today, Wednesday, the Parliamentary Legal Committee set a condition for the return of the provincial councils.
    A member of the committee, Hussein Al-Oqabi, said in a statement to the National News Center, that "the issue of the return of the provincial councils is entrusted to the Federal Court and it is looking into it according to the data it has after Parliament voted to dissolve it."
    He added: “Today we urgently need to reformulate the form of local administration, which unfortunately proved the failure of this administration in the past for 15 years. It was a miserable experience and was of no real benefit, but in all cases it is indispensable and all countries of the world have local administrations at all levels. It must be reformulated in a way that leads to overcoming the failures of the last stage. "
    He continued: "The law of governorates that are not organized in a region must be reinstated, and the number of provincial councils should be reduced and made from 10 to 15 members with broad powers, in addition to the fact that the governor's election must be direct and the expansion of local government so that it does not return to Baghdad in everything."
    He stressed that "there are major gaps that exist and confuse the scene, which necessitates reformulating the provincial councils law, and this falls on the responsibility of Parliament."
