The Parliamentary Legal Committee set, today, Sunday, a condition for the reinstatement of the provincial councils, while confirming that disrupting their work is a constitutional violation.
A member of the committee, Salim Hamza, according to the official agency, said that "disrupting the provincial councils is a constitutional violation, but the mechanism for returning them to work cannot be done through the budget law," indicating that "the budget is a financial management for institutions and not for the return of provincial councils."
Hamza pointed to "the necessity of issuing a legal decision from the House of Representatives, to return members of district and district councils, heads of administrative units and others, whether for whom a share of funds was allocated in the budget or not, because these people cannot benefit from the financial allocations unless there is a law requiring them to be returned to the service".
He added that "the upcoming elections will open the door to the provincial councils, and that the new law for councils must be dealt with," noting that "members of the provincial councils cannot be returned to their jobs before the elections, whether the return is legal or illegal, because that will be a political matter."
Yesterday, Saturday, the Legal Committee in the House of Representatives announced the existence of a move to find a solution for a group of members of the provincial councils who did not reach the legal age to refer them to retirement.
