The Legal Committee confirmed, on Sunday, that appealing the budget provisions does not stop their implementation.
A member of the committee, Hussein Al-Oqabi, said, "The appeal by the executive government does not stop the implementation of the budget at all, and that the most important point is the behavior of the executive authority in the contested means either to stop or wait until the court's decision, and this is what the administration is known for that the issues that are appealed. Legally, implementation is suspended and they are slow to implement it until the court’s decision is issued, or if the Council of Ministers requests the court to issue a state order to suspend its implementation until the decision is issued.
He indicated that "the appeal is a legal and constitutional right guaranteed to everyone who has an interest in challenging any text before the Federal Court, and this is the right of every citizen or public body in the Iraqi state to contest any law published by Parliament, and the final decision is for the Federal Court to determine the constitutionality of these appeals or their unconstitutionality."
In the case of acceptance of the appeal and the extent of its impact, he clarified the punishment: “In principle and in general, if it is made, the extent of acceptance of the appeal will be determined.
