    [size=45]With the approaching date of the early parliamentary elections on the tenth of next October, political blocs are still discussing the possibility of submitting an amendment to the electoral law for discussion, and see the existence of a number of issues and points that should be addressed through this amendment.[/size]
    [size=45]Representative Yonadam Kanna, head of the Al-Rafidain bloc, said in a statement to (Al-Mada), that “movements and consultations are suspended regarding amending the electoral law due to the disruption of parliament sessions,” but he expected “the proposal to amend the law in the nearest session of the House of Representatives with a full quorum.”[/size]
    [size=45]After the legislation of the new parliamentary election law, several parliamentary blocs are moving towards amending the election law, expressing their objection to the multiplicity of electoral districts in their current form, and are trying to return to making each governorate one electoral district.[/size]
    [size=45]Kanna added, "The proposal to amend the electoral law will be after the resumption of parliament sessions by taking advantage of proposals presented earlier by the Independent High Electoral Commission."[/size]
    [size=45]The Electoral Commission decided earlier to cancel the participation of voters abroad in the scheduled ballot after months and to limit it to the inside only, pointing out that the reasons that prompted it to take this decision are related to technical, logistical and material aspects.[/size]
    [size=45]Christian and Sunni parties expressed their objection and reservation to the abolition of voting abroad, and considered it an explicit and clear violation of the constitution and the articles of the election law, which obligated the commission to organize the voting for Iraqis abroad.[/size]
    [size=45]Kanna ruled out, “a retreat from the idea of ​​multiple electoral districts because time has passed quickly and it is not possible in what remains to re-work in a single district,” and stressed, that the demand for “the abolition of the multi-constituency clause constitutes an obstacle to introducing an amendment to the law within the parliament.”[/size]
    [size=45]It is expected that "the new amendments include about six to seven articles," noting that "the Federal Court has received numerous appeals to the electoral law."[/size]
    [size=45]Earlier, a member of the Parliamentary Legal Committee, Salim Hamza, told Al-Mada that "postponing the elections is not impossible."[/size]
    [size=45]He stated, "This matter is subject to political agreements." He added that "holding the elections or postponing them to another date is uneven and subject to consensus among the blocs."[/size]
    [size=45]Hamza added, "All political blocs, so far, are heading towards holding the elections on their time on the tenth of October of this year," adding that "Iraq is a country of changes, and there may be developments facing the state that force everyone to take a decision to postpone."[/size]
    [size=45]According to the new electoral law, 83 electoral districts will be distributed to all governorates, represented by 322 deputies, with 3-5 deputies for each district.[/size]
    [size=45]In December 2019, the Iraqi parliament voted on a new electoral law dividing the provinces into multiple electoral districts in which the nomination would be individual, in response to the demands of the popular movement, which was also able to change the Electoral Commission.[/size]
    [size=45]For his part, former MP Adnan Al-Danbous said in an interview with (Al-Mada), that “political blocs wish to amend the electoral law, while others insist on not amending, maintaining the current law and holding the elections on schedule.”[/size]
    [size=45]The government postponed holding the parliamentary elections to October 10, 2021, after the commission's proposal to complete the various technical aspects.[/size]
    [size=45]Danbos added, "It is this conflict between the political blocs that obstructs the amendment of the law at the present time."[/size]
    [size=45]He believed, "The law has passed and cannot be amended in light of these circumstances and the persistence of differences between the political forces, some of which are reluctant to bring the issue to the House of Representatives."[/size]
    [size=45]Various parliamentary blocs and independent personalities began heading towards the Federal Court and submitted appeals to paragraphs in the Parliamentary Elections Law.[/size]
    [size=45]Danbos points out that “the only way to amend the electoral law is to take a decision to postpone the elections, and to complete the current session of the House of Representatives.”[/size]
    [size=45]And he continues, "Any modification or change of the election date is through political consensus, which is part of the democratic process in Iraq."[/size]
    [size=45]Al-Mada revealed on the twenty-seventh of last March that various parliamentary blocs intend to make amendments to more than twenty articles in the Parliamentary Elections Law. Among the most prominent of these appeals are the abolition of multiple districts, the biometric card, foreign voting, and the lifting of the criminal registration penalty for some personalities.[/size]
