    Shafaq News/ Today, Tuesday, the Supreme Federal Court (the highest judicial authority in Iraq) responded to a request from the Secretary-General of the Council of Ministers, Hamid Al-Ghazi, regarding the interpretation of Clause III / A of Article 23 of the country's permanent constitution.
    And the text of the court's decision stated that "the request for interpretation must come from the Council of Ministers, represented by the Prime Minister, and not from the Secretary-General of the Council of Ministers."



    Article (23) of the Iraqi constitution states:
    First: Private property is inviolable and the owner has the right to benefit from it, exploit it and dispose of it within the limits of the law.
    Second: It is not permissible to expropriate property except for purposes of public benefit in exchange for fair compensation, and this shall be regulated by law.
    Third:
    A- An Iraqi has the right to own property anywhere in Iraq, and no one else is allowed to own immovable property except as exempted by law.
    B- It is prohibited to own property for the purposes of demographic change.
