Parliament is preparing today for an important session, at the top of its agenda will be passing an amendment to the election law in a form that was objected to by political blocs inside and outside the House of Representatives, in addition to another controversial law, which is information crimes, which seems to be of assistance to the authorities in combating degrading content on social media, according to what some deputies see. .
The coordination framework is pushing hard to amend the election law, and the second reading draft may be before Parliament after it postponed the last session due to objections and boycotts even from within some framework blocs.
The representative of the coordination framework, Aref Al-Hamami, said in an interview with "Al-Sabah": "The election law will be presented during next Saturday's session for the second reading," denying that "there are objections to its wording."
Regarding proposed amendments to the Law on Caring for Persons with Disabilities, a member of the Parliamentary Labor, Social Affairs and Civil Society Committee, Amir Al-Mamouri, said during the ceremony of preparing the raw materials for the training workshops at the Yarmouk Institute for Vocational Rehabilitation for People with Special Needs, sponsored by the Cooperative Housing Foundation "CHF": "The committee is working on Legislating and amending the laws of this segment in order to achieve social justice, whether in the ministries or through the salary of the person appointed for the disability process at rates through changing and amending Law 38 of 2013 regarding the care of people with disabilities and special needs.
Al-Mamouri added, in an interview with "Al-Sabah", "We have reached the final stages of the amendment, as the salary of the appointee will be of the eighth grade, provided that dues are paid in exchange for the percentage of disability," indicating "the need to complete the study of the deaf and dumb after they stopped in the fourth grade of primary school, and to provide Supplies and tasks to complete the study in terms of curriculum, infrastructure and teaching in relation to the Ministry of Education.
He pointed out that "responsibilities have been entrusted to the Ministries of Higher Education, Labor and Health, to grant these segments identities that guarantee their privileges, most notably allocating a door for the entry of people with special needs and the disabled, reducing travel tickets for treatment with their companions by 50%, and applying for primary or postgraduate studies, in addition to percentages in Hajj seats, employment and distribution of plots of land.
And a member of the committee stated that "amendments would narrow the unemployment gap for the disabled by providing them with professions," explaining that "the law will guarantee the rights of the deaf, the dumb, the short, the congenital handicapped, and those with amputations or bombings in the Ministries of Defense and Interior and the Popular Mobilization Forces, according to medical reports."
For his part, the representative of the Cooperative Housing Foundation "CHF" Ali Al-Qaisi told "Al-Sabah": "The Yarmouk Institute for Vocational Rehabilitation for People with Special Needs contains training workshops for ages 18-45 to be active in society, by learning the professions of blacksmithing, carpentry, sewing, and others."
Al-Qaisi explained that "the institution has contributed to providing the needs that are lacking in the departments included in the institute to train this group."
Regarding the anti-drug law, which Parliament hopes will also succeed in including it for the first reading, Raed al-Maliki, a member of the Legal Committee, said: “The proposed amendment was submitted from the previous session, and it will be resubmitted today, and we will try to re-read it to find out the additions and amendments,” noting that “the drug law is important, and we are concerned Also, some provisions should be reviewed in the light of application and experience on the effectiveness of some texts or not.
Al-Maliki added, in an interview with "Al-Sabah", that "the issue of drugs is not only criminal, and it has a health and social aspect. We want to deal with a different philosophy that grants exemptions from punishment for those wishing to receive treatment and quit addiction."
It seems that another controversial law with the strength of the election law is the information crimes law, which will be on its way to the first reading, especially after the law was amended to include owners of content known as “low,” as a member of the Parliamentary Security and Defense Committee, Skavan Sindi, says, “The committee discussed the information crimes law carried over from Previous sessions, which had many problems, including restricting freedoms.
Sindi added, to "Al-Sabah", that "informatics crimes were discussed and will be amended before being submitted to the first reading within a month from now," explaining that "the proposed law penalties range from imprisonment to a fine."
The deputy believes that "the law does not affect freedoms at all, and there is a difference between freedom and public taste, as it is not possible to challenge people's honor or the government and its institutions," considering that "freedom does not mean crossing borders, there are freedoms, but there must be limits."
And the deputy went on to say, "The Ministry of Interior's campaign against those with negative content is important, and this law will be useful, as it will be a deterrent, and we will seek to approve it because people's dignity and honor cannot be tolerated."
