Today, Monday, the Finance Committee called on the Ministry of Electricity to provide it with detailed data about its plan that includes service collection, revenue maximization, and clarification of commodity requirements.
The Media Department of the House of Representatives said in a statement, which Mawazine News received a copy of, that “the Finance Committee, headed by Representative Atwan Al-Atwani and in the presence of its members, discussed with the Minister of Electricity Ziyad Ali and the accompanying delegation today, the current ministry’s budget, which constitutes 66 percent of the total financial allocations for the ministry.” And the investment budget, which constitutes 34 percent of the total financial allocations for the ministry, in order to maximize resources and reduce the deficit within the Federal General Budget Law for the fiscal years 2023-2024-2025.
Al-Atwani stressed, according to the statement, that "the ministry's budget is increasing, in contrast, there is neglect in the distribution sector compared to the financial allocations allocated to it," noting "the importance of standing on the amounts and reviewing them, related to employee compensation, service and commodity requirements, the government program, and other amounts allocated to the electric energy sector." .
He stressed "the importance of modernizing the network, supplying energy to all citizens, and equitable distribution among regions to provide self-sufficiency in the production and distribution of electricity, according to the implementation plan of the government program."
The Minister of Electricity reviewed the operational and investment budget and the problems related to energy production, pointing to the ministry's vision on the lack of financial allocations, which causes delays in project implementation and the need to import and purchase energy, especially during the summer, pointing to "the need to include projects for the combined cycle that support energy production without the need for fuel." This provides financial revenues that supplement the general budget.
He called for "supporting the ministry in implementing projects related to the establishment of electrical stations and units and installing transformers for implementation during the year 2023," noting that "the ministry's plan includes providing citizens with 24-hour energy."
The committee discussed with the Ministry the allocations of contract amounts for the Ministry’s projects in the Take or Pay format, with the exception of solar power plants according to the procedures specified by the Cabinet’s decision, in addition to discussing the file of collection service contracts and the obstacles that follow them, and rehabilitation and maintenance contracts with companies (Siemens, And GI), according to the concluded framework agreement, in addition to finding appropriate solutions to the problems facing the electric power file in the country according to a vision and plan that achieves positive results, and reviewing some strategic projects.
The committee raised its questions regarding the increase in the allocated amounts and inflation in the budget expenditures of the disbursement sections, compared with the percentage of expenditure, the volume of revenues achieved with the percentage of actual entitlement, the conversion of collection to electronic and the automation of the energy system, and the conversion of the network from aerial to ground to end abuse, and the file of renewable energy, In addition to the ministry’s plan to purchase Iranian gas, the sums allocated in the Emergency Support for Food Security and Development Act, the sums for confirming contracts and reading standards for those who have contract service for two years or more.
The committee conducted a comprehensive review of the legal texts and schedules included in the budget law of the Ministry of Electricity, related to the continuation of loans from a number of international banks for the purpose of financing projects for the ministry, as well as borrowing within the credit account for the maintenance of thermal stations, the conversion of simple-cycle gas stations to the combined cycle, and the establishment of Stations that support solar energy and the installation of mobile transformers in a number of governorates, and reviewing the results of implementing budgets for the fiscal years 2019-2022.
