    Baghdad/Al-Masala Event: Members of the Iraqi Council of Representatives gathered parliamentary signatures for the purpose of making the first amendment to the draft law on seizing and confiscating movable and immovable assets belonging to the pillars of the former regime.
    According to the representatives, the amendment aims to maintain the right to object before the ministerial committee formed according to the law, or to add an article to the law requiring the formation of a central court to consider submitted objection requests.
    On July 20, 2023, the Iraqi Parliament voted to amend the law on the seizure and confiscation of movable and immovable funds belonging to the pillars of the former regime, No. 72 of 2017. The amendment included several important changes, including expanding the scope of the former regime’s funds that are subject to seizure and confiscation to include funds obtained by the pillars of the regime. The former by exploiting power and influence, not just the money they obtained.
    The Supreme Judicial Council was granted the authority to decide on requests to appeal decisions to seize and confiscate the funds of the previous regime, instead of the Supreme National Authority for Accountability and Justice. The period for appealing decisions to seize and confiscate funds of the previous regime was also extended from 30 days to 60 days.
    Victims of the former regime see the amendment as an important step towards recovering money stolen from the Iraqi people by Saddam Hussein's regime. It also reflects the Iraqi government's commitment to combating corruption and achieving justice.
    The amendments include expanding the scope of the former regime’s funds that are subject to seizure and confiscation. The amendment includes adding a new clause to Article Two of the law that stipulates that movable and immovable funds obtained by members of the former regime through the exploitation of power and influence are subject to seizure and confiscation. Exploitation of power and influence means “the use of power or influence to obtain personal benefit or the benefit of others.”
    International human rights organizations are calling for increased transparency and efficiency in resolving files.
