    The controversy continues over the suspicions of corruption surrounding the Director General of the Iraqi Ports Company, Farhan Al-Fartusi, on the basis of which a committee known as the 160 Committee was formed to follow up on these files, uncover them, and bring any perpetrator of corruption to justice.

    There is talk of major corruption deals in which Al-Fartusi is accused, which are revealed from time to time around the ports. Only a few months have passed since the electronic management contract with the Al Raya Group and Manarat Umm Qasr companies was terminated and the suspicions that were raised around them, until talk of new corruption suspicions resumed, but this time they are heavy. So much so that it exceeded the “theft of the century” by about seven times, which led the House of Representatives to form an iron parliamentary committee consisting of 12 representatives to investigate the circumstances of the case. 
    Representative Yasser Al-Husseini defined the tasks of Parliamentary Committee 160 in stopping the waste of Iraqi wealth.
    Al-Husseini told Al-Maalouma, “He presented a series of documents confirming the existence of major financial and administrative violations in the work of Iraqi ports, which led to the waste of money estimated at trillions of dinars, and obliges the government to pay huge interest due to huge suspicions of corruption.”
    He added, "The formation of a committee that includes 12 deputies, headed by him, in accordance with Diwani Order 160, came to investigate all the violations observed in the work of Iraqi ports," pointing out that "the committee held its first meetings and determined its main tasks."

    He pointed out that "all documents documenting the violations will be investigated and a detailed report will be prepared and submitted to the Presidency of the House of Representatives, stressing that Al-Hana will take care of public money and stop wasting Iraqi wealth."
    The ports constitute one of the most important non-oil financial resources for the Iraqi treasury due to revenues from customs and taxes imposed on imported materials.”
    The committee also decided to host the head of the Iraqi Ports Company to obtain convincing answers about 6 files that were identified according to an official letter.
    Representative Abdul Amir Al-Mayahi reveals a major suspicion of corruption in the northern port of Umm Qasr, during a surprise field visit to the 400 Square. 
    Al-Mayahi says in a statement that the docks of Umm Qasr Port are empty and have cost the state huge amounts of money. While they used to be for unloading and storing, they are now only for unloading! Handling and storing goods are far from the control and control of the state.
    Al-Mayahi adds that the goods are unloaded directly without the supervision of state employees, and there is no storage on the docks, and storage is only in the welcome yard, which is controlled by the investor, “the owner of Al-Ria Company,” and this company was contracted by the director of the Iraqi ports, Farhan Al-Fartusi, stressing that “This is a big conspiracy against the country’s docks and imports.” 

    Al-Mayahi explains, “As a parliamentary integrity committee, we will open this file in the committee, and who is behind it?! Which targeted the state’s imports and wasted public money, and how much did these yards cost the state?,” noting that before loading the wheel with goods, it is notified of the movement to the welcome yard for the purpose of increasing imports.
    On February 27, sources in Basra revealed that the companies “Al-Rafeef Public Transport”, “Hilal Basra” and “Al-Rahil General Trading” were owned by investors with relations with Al-Fartusi, where money looted from public funds was shared and commissions were received illegally.
    For his part, a member of the House of Representatives, Faleh Al-Khazali, revealed the existence of suspicions of corruption within the ports in Basra Governorate.
    Al-Khazali said, “The House of Representatives supports the Al-Faw port project because it is sovereign and important from an economic standpoint and contributes to enhancing state revenues by $6 billion annually from outside the budget, excluding oil revenues.”
    He added, "According to the reports of the Financial Supervision Bureau, it was revealed that there are some violations that need to be corrected and repaired, for example, in joint operating contracts and important economic projects in the port of Al-Faw (for the six contracts that cost 2 billion and 620 million dollars). There are also violations in costs, referrals, and financial violations." Other".
    Al-Khazali called on Prime Minister Muhammad Shiaa Al-Sudani to “link Al-Faw Port Authority to his office instead of linking it to the Iraqi Ports Company due to their failure in this file.”

    It has become known, especially among integrity observers and port affairs experts, that Al-Fartousi has a history of practicing corruption in failed tenders and projects, where he obtained huge sums of money from public funds.
    In 2020, the Parliamentary Integrity Committee revealed major corruption deals and waste of public money, this time represented by contracts concluded between the Iraqi Ports Company in Basra Governorate and private companies to operate the company’s ship tugs and excavators, while it indicated that there are arbitrary measures to remove and freeze approximately 15 thousand Employee.]
    At that time, the Iraqi Ports Company announced the tender for the project to operate tugs, so 3 private companies submitted their offers: (Al-Rafeef General Transport, Hilal Basra, and Al-Rahil General Trading), and the strange thing is that these companies do not specialize in maritime navigation.
    The Financial Supervision Bureau’s report for the year 2020, regarding the ports company, revealed that the company had contracted with a company to purchase and operate container inspection devices, and granted it 50 percent of the inspection revenues generated at a value of (1.626) billion dinars, despite the contracting company’s failure to equip sonar devices for a year. 2018, and used the equipment of the Iraqi Ports Company.
