    Today, Monday (May 13, 2024), the Iranian newspaper “Sazandaghi” accused Iraq of participating with Turkey and Afghanistan in a conspiracy to limit water resources in Iran .
     A report by the newspaper, translated by “Baghdad Today”, stated that “there is a conspiracy led by Turkey, Iraq and Afghanistan to limit water resources in Iran,” indicating that “these countries’ plan is to prevent water from reaching Iran .” 
    She added, "It is not Turkey alone whose policies threaten the lives of Iran. The Taliban also seriously threatens the water supply of the Dosti Dam by building new dams on Hirmand. The Dosti Dam provides more than 50% of the city of Mashhad's water, and now less than 20% of its reservoir is filled." " Full ."
     The newspaper continued, "The sudden and coordinated attack by the Western and Eastern neighbors in the transatlantic waters has strengthened fears that the weakness of Iranian diplomacy in the face of the neighbors has led to the emergence of such a policy ."
     Türkiye's ambition  
    According to the newspaper, “The Turkish government is trying to cover up its energy poverty and some geopolitical weaknesses through ambitious plans, an idea that some water political analysts call blue terrorism. Turkey’s plans have affected all of its neighbors,” indicating that “on the one hand, they target Iran and the waters of the Aras River, and on the other hand Otherwise, controlling the waters of the Tigris and Euphrates rivers at the source of Iraq will automatically affect the territory of Iran .”
     The Turkish GAP   Project is a multi-sectoral development project that includes the construction of a large-scale dam in southeastern Anatolia. This project includes 9 Turkish provinces located in the Tigris and Euphrates river basins .
     As for the "Dab" project, it is a dam construction project in eastern Anatolia, the largest part of which will be built on the Aras and Kura basins .
    Among the dams under construction in the form of the  DAP project , we can mention the Karakurt, Solemez and Narynkale dams. The implementation of this project directly affects Iran, Armenia and the Republic of Azerbaijan . 
     In view of the poverty of fossil energies, especially oil and gas, it was necessary to make the most of the water resources of the Tigris and Euphrates rivers and to exploit their water-political position during the past decades by limiting the amount of water entering these two rivers in Iraq and Syria .
     The newspaper touched on the recent visit of Turkish President Recep Tayyip Erdogan to Iraq, and said, “After 12 years of absence from Iraq, Erdogan tried to solve this country’s water problem by signing a memorandum of understanding with Iraqi Prime Minister Muhammad Shiaa Al-Sudani, an issue that appears to lead to protests in both countries.” Syria and Iran in the future .”
     She explained, "The water tension resulting from Turkey's ambitious projects affects not only Iraq, but also Syria, and in the next stage, the southwest and west of Iran have also been greatly harmed by this policy and will be harmed in the future ." 
     She noted, "The former Iranian Foreign Minister, Mohammad Javad Zarif, had previously predicted such an event. Whenever the Iraqis pressured us regarding the border rivers, we said two words. The first was that the 1975 treaty determined everything ."
     The newspaper added, citing Zarif’s words, “Secondly, you and I (Iraq) and Syria are suffering from Turkey’s water policies. Let us work together, but all countries were trying to solve their problems on their own, even though Iraq is doing that .” 
    Zarif refers to “the 1975 agreement known as the Algiers Agreement, which was signed in Algeria in 1975 between Abbas Ali Khalatbari and Saadoun Hammadi, the foreign ministers of Iran and Iraq at the time, and became the basis for resolving border disputes between the two countries .”
     The newspaper continued, "But what is important in negotiating between Turkey and Iraq without Iran's presence is that national interests are given priority over other considerations in global diplomacy. Unfortunately, this incident in Iran is strongly influenced by other policies that give priority to Iran's interests to a lesser extent and have an ideological basis rather than considerations and loopholes." “Geopolitical and hydropolitical .”
    According to the newspaper's allegations, the Taliban movement opened a new dam that prevents the waters of the Hari River from reaching Iranian Khorasan, and Iraq and Turkey also signed the Blue Agreement for the Tigris and Euphrates Rivers in Iran's absence.
