The Legal Committee in the House of Representatives and the Cabinet Secretariat commented, on Monday, on the clause of establishing contracts in the 2021 budget.
A member of the committee, Hussein Al-Oqabi, said, "Confirming contracts on permanent staffing for those who have completed (five years) is conditional on providing allocation Financial grades, and that the grades are secured through vacant grades once, and again grades are created by the concerned ministry, and to address the Ministry of Finance that (it has a financial allocation that covers the grades for these titles, and please introduce them), and therefore the Ministry of Finance creates them and the appointment is made to them.
Al-Aqabi added that “the term (deletion and creation) is an incorrect designation, but it is (vacant degrees),” explaining that “the employees of the Ministry of Electricity according to the decision of 315 numbered (eight thousand), and the same number may be in other institutions and ministries, and any administrative procedures if Such a defect can be challenged by the plaintiff in the Administrative Court. "
For his part, a spokesman for the General Secretariat of the Council of Ministers, Haider Majeed, said, "Paragraph (6) of Resolution 315 directed to implement the treatments related to contracts and daily procedures (immediately) in the event that job grades and financial allocations are available, and in the event that they are not available, it is transferred to the 2020 budget until it is completed.
