, Prime Minister Mustafa Al-Kazemi chaired, on Tuesday, the eighth regular session of the Council of Ministers, during which he discussed the topics on the agenda, and issued decisions and recommendations regarding them.
At the outset of its session, the Council of Ministers offered congratulations and blessings to the teachers of Iraq on the occasion of Teacher's Day, which falls on the first of March of each year.
The Prime Minister described the Iraqi teacher as the highest and loftiest model of giving and sacrifice, and an essential part of the national identity industry, and this is what calls us to provide for their full needs and to be responsible towards them.
Al-Kazemi explained that the government has begun to build a thousand schools within the Chinese agreement, and it adheres to every agreement or memorandum of understanding with any country that is in the interest of Iraq.
The Prime Minister reviewed a number of current political issues, and renewed his call for political forces to be up to the responsibility in forming a strong and effective government that provides services to citizens and moves the wheel of economic growth in the country, given the sensitive circumstances that Iraq is going through.
Al-Kazemi reviewed the security situation in the country, and praised the great efforts of the security forces of all kinds and formations, and their ability during the past days to kill and arrest a number of ISIS terrorist gangs, and aborted all attempts of the organization to restore its defeated strength.
The Cabinet session witnessed a discussion of the report submitted by the committee in charge of the order of the Prime Minister, regarding the ration card and improving its vocabulary, and its beneficiaries, and presenting proposals that contribute to enhancing its better distribution and in a manner that serves the beneficiary social segments.
Meanwhile, Foreign Minister Fouad Hussein presented, during the session, a report on the conditions of the Iraqi community in Ukraine, the procedures of the Ministry of Foreign Affairs to follow up their conditions, the process of Iraqis leaving to other countries and facilitating their transfer procedures.
In this regard, the Council of Ministers agreed to finance the Ministry of Foreign Affairs in the amount of (300,000) dollars, only three hundred thousand dollars, equivalent to (1/1) from the Ministry of Finance, according to Cabinet Resolution (15 of 2022), paragraphs (2,1) of The Federal Financial Supervision Bureau, the subject of the research.
The Council of Ministers hosted the advanced cadre of the Ministry of Electricity, where a number of paragraphs related to the ministry’s preparations for the upcoming summer season, and its plans in the field of production and maintenance, were discussed. He directed His Excellency to expedite maintenance work to ensure an increase in the hours of supplying citizens with electricity during the coming summer months and to alleviate their suffering.
The Council of Ministers hosted the head of the Border Ports Authority, Major General Omar Al-Waeli, and after discussing a number of issues related to the work of border crossings in Iraq, the Council agreed on the following:
1- Requiring all ministries, the National Investment Commission, the Ministry of Industry and Minerals / the General Directorate of Industrial Development and agencies not associated with the Ministry and the governorates, to specify the quantities and quality of the goods to be exempted in coordination with the General Customs Authority to fix the number of the coordinator in the exemption letter, provided that it is according to the actual needs of the project and the purpose for which it was established. It falls within the scope of the project.
2- Obligating the entities mentioned in paragraph (1) above with the provisions for the arrival of exempted goods to the beneficiaries, and ensuring that they are not leaked to the market or used for a purpose other than the purpose for which they are imported, through the provisions of procedures for auditing the position of projects, monitoring production and indicating the extent to which those goods enter the industry for which they are imported.
3- Requiring the relevant authorities (Ministry of Interior / Customs Police Directorate) to secure customs guards for the exempted goods when they reach their official destinations and the Joint Operations Command, to issue a movement order to the entities granted exemption and to establish the consignments’ itinerary), to take the necessary measures to ensure that the exempted goods reach the authorities benefit from it and ensure that it does not leak into the market.
4- The Ministry of the Interior and its related regulatory agencies take the necessary measures to monitor and control the exempted goods traded in the local market and take legal measures against the entities that sell and divert those goods.
5- The General Authority of Customs activates the Department of Investigation and Combating Smuggling to follow up on the exempted items in coordination with the customs centers at the border crossing points; To ensure that it reaches the beneficiaries and does not leak to local markets.
The session witnessed a review of the epidemiological report, the measures taken to confront the Corona pandemic, and the developments of the work of the Committee to Strengthen Government Actions in the areas of prevention and health awareness control; To limit the spread of the virus, and the efforts of the Ministry of Health to prepare medical supplies, and to continue its efforts in providing vaccines with a high flow to citizens.
The Council of Ministers discussed other topics on the agenda of the session, and issued the following decisions:
First / Approval of the following:
1- Authorizing the Minister of Finance (Ali Haider Abdul Amir Allawi) the authority to sign an amendment to the interest calculation paragraph for the executive agreements concluded under the Paris Club Agreement between The government of the Republic of Iraq and the Paris Club countries, in reference to the decision of the British Financial Conduct Authority, based on the provisions of Article (80/sixth) of the Constitution.
2- The Ministry of Foreign Affairs prepares the necessary authorization document on behalf of the Republic of Iraq to the Minister of Finance, according to the approved contexts, and submits it to the General Secretariat of the Council of Ministers in order to obtain the signature of the Prime Minister.
Second / Approval of excluding the sale of low-cost homes allocated to poor and needy families in Anbar Governorate to their actual occupants from public auction procedures, because they are unable to purchase residential homes or plots of land because they are low-income earners, according to what was stated in the Anbar Governorate book No. 590 ) dated January 10, 2022, taking into account the legislative decision (120 of 1982) and that the sale is at the real price in accordance with the provisions of the amended Law of Sale and Lease of State Funds (21 of 2013) and Article 40, and to provide the General Secretariat of the Council of Ministers with a list of the names of those covered.
Third / Approval of the recommendation of the Council of Ministers for Energy (5 for the year 2022) as follows:
- The Ministry of Electricity continues to take out the equipment supplied for its benefit from external loans from all border crossings, as they are continuous contracts on the investment plan for the year 2022, and to postpone the payment of its own customs fees, which are established in the directive of the Ministry of Finance issued in its letter No. 26325 dated December 30 2021 regarding stopping customs exemptions.
Fourth / Approval of the recommendation of the Ministerial Council for Social Services (1 for the year 2022)
regarding the Shatrah sewage project.
Fifth / Approval of the inclusion of electric-powered vehicles by Cabinet Decision (216 of 2020) regarding zeroing the customs fee, equal to hybrid vehicles) and fees for traffic plates according to Decision (68 of 2017) amended. End 29 / h
