Al-Araby Al-Jadeed newspaper published a report in which it talked about the launch of a new political initiative aimed at resolving the crisis of choosing the Speaker of Parliament in Iraq.

It was announced in Iraq that a new political initiative was being proposed aimed at dissolving the crisis in choosing the Speaker of Parliament, which has been going on for more than 7 months and has not found a way to a solution, in light of the division between the Sunni forces disputing among themselves over the position, amid controversy over the possibility of resolving the issue in which other parties intervened. Among them are the forces of the “coordinating framework” ruling the country.
The Iraqi parliament failed five times in a row to resolve the issue, in light of the division between the political parties in supporting one of the candidates for the position, namely Mahmoud Al-Mashhadani, the candidate of the Taqaddam Party, and Salem Al-Issawi, the candidate of the Sunni parties, Sovereignty and the Determination and Decisive Alliances, who obtained the majority of votes during the last Iraqi parliament session.
The last session to elect the new Iraqi parliament speaker, held at the end of May, witnessed a fistfight, and one of the representatives was injured in the head as a result of a quarrel between two representatives, each of whom belongs to a party competing with the other for the position, in addition to insults and curses between representatives and the acting speaker of the council, Mohsen Al-Mandalawi, who is supported by the Coordination Framework forces, which led to the intervention of security forces to break up the quarrel, and most of the representatives and heads of political blocs leaving the parliament hall, and the session being adjourned until further notice.
The "Progress" party, led by the dismissed parliament speaker Mohammed al-Halbousi, was subjected to a major shock after 11 of its representatives defected in early June, and formed a new bloc called the "Initiative Bloc", before a number of them returned to the Progress Party tent again. With the crisis intensifying and there being no signs of holding a new session to end the file, the "National Resolution" coalition, led by the current Minister of Defense, Thabet Al-Abbasi, announced yesterday evening, Thursday, its adoption of an initiative to resolve the differences.

The coalition said in a statement, "In our belief in the necessity of creating a positive political environment in which dialogue and understanding prevail to reach common ground to resolve differences and address obstacles to come up with a clear vision and a unified decision to restore unity between the pillars of the one house (the Sunni house), and out of our respect for all the calls and efforts that called for and adopted the rapprochement of viewpoints between Sunni political forces, the National Decisiveness Alliance invites you to accept its initiative to host roundtable sessions on the evening of Monday, July 1st."
He explained that "the initiative comes to mature a future vision to resolve the pending differences, unify positions on the files demanded in the agreement paper to form the State and Government Administration Alliance, and reorganize the ranks to decide on the Sunni candidate for the position of head of the legislative authority when Parliament begins its sessions," without mentioning further details.
The initiative comes just two days after the head of the Sovereignty Alliance, Sheikh Khamis Al-Khanjar, spoke about the possibility of resolving the crisis of the Iraqi parliament speaker in the coming days. Al-Khanjar said in a press conference held in Nineveh Governorate during a visit, that “the differences between the political blocs and parties regarding the selection of the parliament speaker are a natural matter, and there are visions on our way to resolving this dilemma in the coming days.”
He added that "the biggest concern is the stability of the components, and this is reflected in the stability of the Sunnis, Shiites or Kurds, and it is reflected on everyone and vice versa," stressing that "there are still differences, not disputes, in our Sunni community, and it is under control, and in the coming days these problems will be resolved." He said that "Prime Minister Mohammed Shia al-Sudani and the leader of the Kurdistan Democratic Party, Massoud Barzani, have made great efforts in this direction."
Halbousi's party did not respond to Al-Khanjar's statement and the Al-Hasm Alliance initiative, while a member of the Azm Alliance, one of the Sunni forces, expressed "lack of optimism" about a quick solution to the crisis. He stressed that "the Progress Party will not agree to any initiative except within the conditions it had previously set," explaining to Al-Araby Al-Jadeed, on condition of anonymity, that "the party is still clinging to the position, and that it will not enter into any initiative unless there is prior approval of the party's entitlement to the position, considering that it is the largest political bloc representing the Sunni component." He added that "if he obtains acceptance of his condition, he will accept negotiations, and if not, he will not take any step towards it," expecting that "the initiative will pass without achieving any noteworthy results."
The crisis in choosing the speaker of the new Iraqi parliament has entered its seventh month, as the position continues to be vacant after a judicial decision by the Supreme Court, in mid-November 2023, to dismiss former President Muhammad al-Halbousi and terminate his membership following his conviction for forgery. On November 14, the Federal Supreme Court in Iraq ruled to terminate Al-Halbousi’s membership due to a lawsuit filed against him by a parliamentarian, accusing him of forging his resignation from Parliament. Since that time, disputes have erupted between the various political forces regarding choosing an alternative to Al-Halbousi.
