The Turkish authorities are seeking to have Baghdad pay the fines imposed on it, and on the other hand, Erbil is also seeking to guarantee its share of oil revenues after the central government imposed exports through SOMO, with the revenues being placed in a bank affiliated with the Ministry of Finance.
Former member of the Parliamentary Oil and Energy Committee, Ghaleb Muhammad Ali, told Al-Maalouma, “The Turkish side is seeking and pressing towards making Iraq the one to pay the fines imposed on it for exporting oil through Turkish territory to the port of Ceyhan.”
He added, "The fines imposed amount to one billion and 500 million dollars, as Ankara is pressing to make the Kurdistan region be the one to pay these amounts in order to resume oil exports towards the aforementioned port."
Ali pointed out that "Turkey is seeking to conclude a 50-year agreement with Iraqi Kurdistan after one of its companies was responsible for transporting, storing and selling oil from the Kurdistan region and placing the revenues in the Turkish Hbst Bank."
He pointed out that "Ankara seeks to have a third party in the matter, which is Iraq, the Kurdistan Region, and Turkey, and is exploiting the water issue to put pressure on the government to implement what it wants."
On the other hand, a member of the Oil, Gas and Resources Committee, Kazem Al-Touki, confirmed to “Al-Ma’louma” that “the regional government will be able to withdraw its percentage of the oil export amounts deposited in the bank.”
He added, "The region has 50% of the revenues from the border crossings in Kurdistan, as the government will work to deduct the payments that were sent to the region in the amount of 400 billion dinars from the general budget in the previous period."
Al-Touki pointed out that "the amounts of oil revenues after the resumption of oil exports through Turkey will be deposited in a bank that will be under the authority of the Ministry of Finance."
On the other hand, economic expert Hamza Al-Jawahiri told Al-Maalouma, “The six conditions put forward by Turkish Foreign Minister Hakan Fidan during his recent visit to Baghdad affect national sovereignty and humiliate Iraq. Therefore, the government must not accept any of those conditions and turn a deaf ear.” "Because the Turkish side is the only loser."
He added, "The Turkish conditions contradict what was stated in the Iraqi Constitution in the paragraphs related to oil and gas, and using them to withhold water from Iraq as a means of pressure to accept their conditions is a clear humiliation."
