Karbala: clear legal violations and suspicions of financial and administrative corruption

Political, financial, and administrative corruption in Iraq has become one of the most important features of the post-American invasion of 2003, which has caused the country to lose its right path at the sovereign, economic, and security levels, and has even affected the livelihood and livelihood of the poor.
Until the United Nations, on October 8, 2022, referred to the corruption pandemic through its representative in Iraq, Jeanine Plasschaert, saying: The political and ruling class in Baghdad has so far failed to place the national interest above anything else, and corruption has become an essential feature of the political economy in The country, and it is part of daily transactions, and I am not the only one saying this, this is recognized.”
She also spoke about an ineffective, bloated government sector that serves politicians, not the people, and said: “Partisan and private interests divert resources from important investments in national development.”

Through "Baghdad Today"'s monitoring of corruption files, it spoke with the representative of Karbala Governorate, representing the Ishraqa Canon bloc, Zuhair Shahid Al-Fatlawi, today, Saturday (September 16, 2023), when it heard of the existence of suspicions of corruption in the appointments file, the fragmentation of agricultural lands, and the Education Directorate.
The member of the House of Representatives confirmed that there are suspicions of corruption in the file of appointing the “thousand job ranks,” which came within the emergency support law (an alternative budget law that the government and the House of Representatives were forced to approve in the year 2021 because elections were not held on the specified date at that time), in addition to the file of cutting transportation allocations. For the employees of the local administration for many months, justifying it by the lack of allocations, even though it is stipulated in the salaries law, accusing, on the other hand, the governorate administration of not adhering to the central government’s decision that prevented the fragmentation of agricultural lands, as the process of fragmentation is still taking place in Karbala.
Al-Fatlawi said, “The size of the projects being implemented in Karbala does not amount to the amount of money spent on them, and the lifespan of many of them will not exceed five years. We need large strategic projects, to which the governorate administration has still not given the required attention.”
Accusing the Governor of Karbala, Nassif Al-Khattabi, of “never responding to what we send of official letters, inquiries, requests for documents and priorities related to citizen services and projects, and even if they are, they are procrastinating answers,” pointing to “filing a complaint before the Public Prosecution against the governor personally for his procrastination in answering correspondence.” It is now under the supervision of the judiciary.”
On June 28, 2019, the Karbala Governorate Council voted to elect Nassif Al-Khattabi as a new governor, after the dismissal of its former governor, Aqeel Al-Tarihi. Both were nominated by the State of Law coalition headed by Nouri Al-Maliki.
The representative for Ishraqa Canon pointed out, “The presence of financial and administrative corruption and clear legal violations in Karbala Governorate, especially in the file of referring projects to companies and contractors directly and without controls on tenders and referrals, with a diagnosis of an increase in the amounts awarded for projects to companies and contractors, especially road projects, as the tables The prices received from the ministry are lower than what the governorate offers,” stressing that “there are companies that were awarded more than one project by direct referral, including a company that was awarded eight projects in the Hindiyah district, and another that was granted a project to implement a bridge, but it has not carried out similar works and does not have the specialized engineering team, and the bridge is being implemented by engineers from The Department of Roads and Bridges is in the name of that company and they collect salaries from it.”
Al-Fatlawi continued, “Some of the departments that were transferred to the administration of the governorate as part of the transfer of powers file have become administrative corruption, including the Directorate of Education, which has suspicions and is reluctant to disburse the amounts of pension contributions, which amount to (9) billion dinars.”
Observers believe that the poor implementation of projects and the absence of oversight over them are the most prominent signs of what they call “collusion” between responsible parties and the implementing parties, and they insist that this collusion is the secret behind the loss of funds and the escape of those involved in corruption from any legal prosecution.
A consortium of research institutions, non-governmental organizations and local research teams led by the Faculty of Law at the University of Edinburgh in Britain believes, in a report published at the beginning of this year, that “corruption in Iraq reflects a struggle to share the rentier economy between political parties and forces of power and influence, and thus it has become spider webs.” It does not stop at the borders of figures with high positions in the state, but rather extends to include political mafias, and figures outside the political description and social classes, who work according to personal relationships with influential government or party figures, or they work under the titles of “economic offices” affiliated with political parties. ".
He emphasizes that "corruption has many facets, including corruption that takes place according to secret, undeclared deals that take place through the buying and selling of senior political, administrative, financial, and security positions in state institutions. The manifestations of this corruption are evident in the accession of certain figures to specific positions despite their lack of administrative or administrative competence." Career progression in institutional work, or even the academic qualification that qualifies her for a leadership position.”
Officials' estimates vary regarding the value of what Iraq lost as a result of corruption, ranging from 450 to 650 billion dollars, lost in massive corruption crimes, especially in projects related to the housing, health, education, roads, bridges, and energy sectors.
Arming the Iraqi army, building electrical stations, and oil licensing rounds are considered the most controversial files in Iraq, even though more than 12 years have passed, due to the value of the losses that the country incurred in the three files.
This comes in addition to contracts for the construction of hospitals and schools, and fictitious jobs within the two institutions, military and security.
