    On Tuesday, Undersecretary of the Federal Ministry of Finance, Masoud Haider, confirmed that the federal government cannot pay the salaries of Kurdistan Region employees.[/size]
    [size=45]This comes after four Kurdish political blocs in the House of Representatives demanded that the federal government send the salaries of Kurdistan Region employees directly.[/size]
    [size=45]The Kurdistan blocs are (the Patriotic Union of Kurdistan, the New Generation Movement, the Islamic Union and the Kurdistan Justice Group).[/size]
    [size=45]The Undersecretary of the Federal Ministry of Finance, Masoud Haider, said in a statement that “according to the Iraqi constitution, the Iraqi government cannot directly pay salaries or any other expenses to the region.”[/size]
    [size=45]He added, “All transactions between the region and Baghdad must be through the official institutions of both the regional government and the federal government.”[/size]
    [size=45]Haider stated, “According to the 2023 Budget Law, the federal government must send 775 billion dinars per month to the Kurdistan Region through the Kurdistan Region’s Ministry of Finance.”[/size]
    [size=45]He pointed out that “any issue outside this framework is a manipulation of the feelings of the people and those receiving salaries in the Kurdistan Region because it conflicts with Articles 117 and 121 of the Constitution.”[/size]
    [size=45]The Authority for Defending the Rights of Teachers and Employees in the Kurdistan Region announced, on Saturday, 9/30/2023, that it had collected more than 60,000 signatures to transfer the salaries of the region’s employees to the federal government, indicating that it took this step after “encouragement” from the Secretary-General of Asaib Ahl al-Haq, Qais. Al-Khazali and other officials.[/size]
    [size=45]An informed political source reported, on September 17, 2023, that the Federal Council of Ministers had agreed to finance the Kurdistan Regional Government to pay employees’ salaries for the last three months, while the Prime Minister of the Regional Government, Masrour Barzani, announced that an agreement had been reached with the Prime Minister of the Federal Government, Muhammad Shiaa Al-Sudani, regarding securing salaries.
