    Since 2003 until now, Iraqi governments have followed a specific mechanism for selecting personalities for senior positions, whether at the governor level or special ranks, amid popular and political questions about the methods that push them to choose this or that person. Do quotas impose themselves, or do courtesies and interests have the greater control?

    The former governor of Nineveh, Najm al-Jubouri, after Parliament refused to remove his name from the eradication list, resigned from his position, and the federal government agreed to it, and the people in the governorate hoped to choose a person capable of providing services and rebuilding what ISIS had destroyed, but all their dreams evaporated. And I went "with the wind."
    Badil al-Jubouri, a well-known figure in Nineveh, rose from one position to another, concluding his political career with the position of governor, which opened the door to revealing some of the violations he committed during previous periods in Nineveh.
    The former Director of Nineveh Municipalities, Abdul Qadir Dakhil, assumed the position of Nineveh Governor, after the resignation of the previous governor, Najm al-Jubouri. As a result of the House of Representatives not agreeing to remove his name from the eradication list.
    The former member of the House of Representatives from Nineveh Governorate, Mukhtar Al-Musawi, accused the new governor of Nineveh, Abdul Qadir Dakhil, and among the parties with whom he is currently associated, he directed a question to the federal government.
    Al-Musawi said, in an interview with the Maalouma Agency, that “the new governor of Nineveh, Abdul Qadir Dakhil, is one of the figures accused of the theft of the century that occurred during the previous government,” pointing out that “Dakhil is following orders that come to him from sovereignty or from the Kurdistan region.”
    The former representative for Nineveh explains, "Abdul Qader has many political connections. Every day he goes with a specific party. He was with the Taqadum Party, and after that he was linked to Ahmed Abu Mazen, and today his orientation is in harmony with the regional authorities."
    Al-Moussawi explains, “The federal government only has one group of names that rotate among themselves for senior positions, forgetting the rest of the national figures,” adding, “The faces are supposed to be renewed, as it is not reasonable to choose the same figures from 2003 until now, that is, Abdul Qadir Dakhil went, Al-Jubouri’s star has arrived, and this continues.”

    "Complies with political wills"
    Nineveh Governorate is one of the most complex Iraqi governorates, and the previous years are a good example. The multiplicity of sects and components, the political conditions it is experiencing, and the difficult living situation for the people require choosing what is best for them, and this does not go well with politics!
    In turn, the Kurdistan Democratic Party expressed its position regarding the new governor of Nineveh, Abdul Qadir Dakhil, while stressing that the governorate is “difficult to administer,” and pointed to the role of the former governor, Najm al-Jubouri.  
    The leader of the party, Wafa Muhammad, said in an interview with the Maalouma Agency, “The former governor of Nineveh was diligent and supported all components without exception, but there were partisan tendencies and political interests that led to his removal.”
    He points out, "The appointment of the new governor came based on the directions of the same parties that removed Najm al-Jabwi, especially since the new governor complies with the will of these political blocs and is in line with them."
    The leader of Barzani's party continues, "The new governor of Nineveh, so far, is in the beginning stage and needs a period of time to evaluate him, especially since the governorate is difficult to administer, as a result of the multiplicity of components and sects." 
    "Deal of the Century"
    The new governor does not have suspicions of corruption or violations committed here or there, but rather the threads of the “theft of the century” are following him, amid confirmations from some sources that an outsider was involved in stealing tax money from the Rafidain Bank.
    In addition, an informed source revealed that “the former director of Nineveh Municipalities, Abdul Qadir Dakhil, was involved in the theft of the century,” indicating that he was “one of the first officials accused of stealing tax funds from the Rafidain Bank.”
    The source said in an interview with the Maalouma Agency, “Not only is Nour Zuhair the first accused in the theft of the century, but there are many advisors to the former prime minister, Mustafa Al-Kadhimi, who are accused of high levels, led by Al-Kadhimi.”
    He points out, “Among these defendants are the former head of the intelligence service, Raed Jouhi, and the former head of the Services and Reconstruction Committee, Sabah Mushtat, in addition to the former Nineveh municipal official, Abdul Qadir Dakhil, and the military secretary during the era of Al-Kadhimi, Muhammad Al-Bayati,” indicating that they are “the first officials and defendants.” By stealing tax money from Rafidain Bank.”
    Corruption, financial theft, and violations require putting those accused behind bars, and this is what happens in every country in the world, except Iraq, whose government is working to honor the thieves with high positions, isolate every loyal patriot, and put him on the shelf! Ended / 25 R.
