    Political affairs researcher Muhammad Ali Al-Hakim confirmed today, Sunday (December 24, 2023), that the formation of local governments during the coming period will not be easy, while he indicated that the political forces are anticipating their control over local governments; To succeed in the upcoming parliamentary elections.
    Al-Hakim told “Baghdad Today” that “forming local governments will not be easy due to conflicts between political forces, even discordant forces in one alliance, such as the coordination framework and others,” indicating that “there is a struggle of will, and a struggle to expand influence between each party.” Political forces".
    He added, "Political forces consider their control over local governments a door to success in the upcoming parliamentary elections."
    Al-Hakim pointed out, “Conflict and disagreement will exist between all political parties, and the process of forming governments will not be easy and will be prolonged and delayed because of this conflict.”
    Last Tuesday evening, the results of the local elections in Iraq, which were held on Monday (December 18, 2023), were announced. These are the third elections of their kind in Iraq since the American occupation in 2003 .
    Preliminary data presented by the head and members of the High Elections Commission, Omar Ahmed, during a press conference in Baghdad, at seven o’clock on Tuesday evening, showed that the main forces and parties in the country obtained a majority in the seats in the provincial councils, by a difference in the number of seats achieved by each party and political coalition .
    The Chairman of the Board of Commissioners, Omar Ahmed, announced in the press conference that “the announced results constitute 94.4% of the total results,” stressing that the Commission succeeded in implementing the constitutional right to hold governorate council elections . 
    The elected local councils in Iraq are responsible for selecting the governor and the governorate’s executive officials, and have the powers of dismissal and appointment, in addition to approving the project plan in accordance with the financial budget allocated to the governorate by the central government in Baghdad, in accordance with the provisions of the Iraqi constitution .

    The “Taqaddum” party, led by the former Speaker of Parliament, Muhammad al-Halbousi, achieved first place in Baghdad, followed by the “We Build” coalition led by Hadi al-Amiri, and then the “State of Law” party led by former Prime Minister Nouri al-Maliki, followed by prominent forces such as “Sovereignty,” and "determination".
    In the city of Kirkuk, the Arab and Turkmen parties witnessed a clear advance over the Kurdish forces, which makes the process of selecting a governor for this oil-rich city a very complicated matter, especially if a large coalition is not reached within the provincial council to determine the key positions .
    In Basra Governorate in southern Iraq, the Tasmeem coalition, led by the current governor, Asaad Al-Eidani, achieved first place. In Dhi Qar Governorate, the “Nabni” coalition achieved first place, and in Maysan Governorate, the same coalition achieved first place. While the "State of Law" coalition, headed by former Prime Minister Nouri al-Maliki, ranked first in Muthanna Governorate .
    In the northern part of Iraq, the "Al-Jamahir" Party achieved first place in Saladin Governorate, followed by the "Taqaddum" Party. In Nineveh Governorate, the “Nineveh for its People” coalition ranked first, followed by the Kurdistan Democratic Party in second place .

    The list of losers included the “Al-Basas” coalition led by Acting Speaker of Parliament Mohsen Al-Mandalawi, the “Qayyim” coalition, which includes communists and a group of civilians and new youth who emerged from the protest arenas, in addition to the “Babylon” coalition headed by Rayyan Al-Kaldani, and the “Presidency” coalition led by the politician And researcher Laith Shubar.
