    These aren't issues... this is investment in Iraq in lieu remaining reparation payments... Iraq has been paying this all along. first they paid this under sanctions then afterward voluntarily under a new arrangement independent of the UNSC directly with Kuwait. They have long talked about trading these payments for investment opportunities thus eliminating them altogether. That is what they're talking about now. It is not in anyway a hold up for us and in fact doesn't even enter the equation.

    I just wonder if the HCL is a required step for this to take place... other than that it's not a concern as all issues with Kuwait as you say are already solved.

    Ok. Thanks wciappetta. I thought this was what we were talking about the other day. These articles come out and seem to contradict what they have said. Could be, waiting on the HCL.
