Provincial councils raise a problem about their usefulness

Between rejecters and supporters, the Iraqi people were divided about the true usefulness of the existence of the "Provincial Councils". Some found them to be a government department closer to them in order to complete their transactions and consider their requests, while others found them to be useless and increase the financial burden that burdens the government and the budget and robs them of one of their rights.
However, the confusion that continued over and over about the feasibility of these councils was resolved by popular demands in 2019 that emphasized the necessity of dissolving them and all the governmental and other institutions that follow them, until the parliament’s decision at that time came to dissolve them and merge them within the provincial office.
And the political analyst and expert, Haider Al-Barzanji, stated in an interview with "Al-Sabah", that "the re-election of the provincial councils is considered a constitutional necessity, as Parliament cannot cancel an existing constitutional body like its existence, except in the case of amending the constitution," stressing that "the Federal Court has an opinion on the issue of re-election of the councils." Governorates that have been suspended or dissolved in violation of the constitution.
He added, "Despite the formation of three committees in (the House of Representatives, the Presidency of the Republic, and the Prime Minister) to amend the constitution, they stopped working and ended," pointing out that "the problems that occurred in the provincial councils were due to the absence of planning and services, and that amending the law would To reduce the number of members of the provincial councils to include an elite with a different population.
Al-Barzanji added, "There is a package of amendments, and it is not possible to cancel the provincial councils without amending the constitution, which is considered difficult at the current stage, and that there is a necessity for the presence of the representation of the province, as it is not possible to determine an entire province by the decision of the governor."
A member of the Parliamentary Regions Committee, Salah al-Tamimi, explained in an interview with "Al-Sabah" that "the political parties have agreed to hold provincial elections, and that they be similar to the parliamentary elections law, and it will be experimental in holding provincial elections." He added that "the elections will be held." In the current parliamentary session, the funds will be allocated for its conduct within the 2023 budget.
The Ministry of Planning confirmed earlier the possibility of postponing the population census, which was hoped to be organized in late 2023 if the government and parliament decided to hold provincial elections at the end of this year.
For his part, the deputy head of the Parliamentary Services Committee, Baqir Al-Saadi, said in an interview with "Al-Sabah" that "the return of the provincial councils is important, and that it will witness the nomination of a number of elites in the regions," noting that "the provincial council will participate with the province in the work strategy."
He explained that "the Parliamentary Services Committee encourages the return of the councils, as there will be powers for the governors' deputies to choose projects."
