    After many years have passed since the issuance of the permanent Iraqi constitution in 2005, one of its most important legislative institutions has not been formed, which is the Federation Council.
    Representatives and legal experts confirmed that this draft law is important in the current stage that Iraq is going through, because it will regulate many matters, and it also requires consensus among all parliamentary blocs to implement its law and ratify it.

    The Constitution stipulates the formation of the Federation Council
    . Article 65 of the Permanent Iraqi Constitution stipulates: A legislative council shall be established, called the “Federation Council,” which will include representatives from the regions and governorates not organized into a region. Its composition, membership conditions, powers, and everything related to it shall be regulated by a law enacted by a two-thirds majority. Members of the House of Representatives.

    Different opinions on the draft law
    The representative of the Patriotic Union of Kurdistan bloc, Karwan Yarois, says to the official website of the Patriotic Union of Kurdistan, PUKMEDIA: that, according to what was stated in the Iraqi constitution, it was supposed to be legislated since the year 2005, but until now this law has not been legislated.
    He added: The Federation Council draft law is important for the current stage in Iraq, but it is difficult to pass in the House of Representatives. Because there are different opinions about the draft law.

    Agreement between all blocs.
    Representative Karwan Yarois says: The Federation Council draft law was sent to the House of Representatives in previous sessions, but unfortunately it was not legislated.
    He added: Passing the draft law in the House of Representatives requires political consensus, noting that the legal department in the Presidency of the Republic is working on preparing the draft law and sending it to the House of Representatives.

    Preventing the enactment of some laws
    Legal expert Ali Al-Tamimi said during a special statement to PUKMEDIA: The Federation Council can prevent the House of Representatives from issuing some controversial laws and prevent unnecessary disagreements. 
    He added: The Federation Council reviews laws and has the right to object and return a number of them. This council is important and exists in many countries. The Federal Council is the second branch of legislative authority under the Constitution. It is similar to the Senates and Senates and includes representatives from the governorates and regions not regulated by law.

    Maintaining the balance between the components.
    Legal expert Ali Al-Tamimi says: This council will maintain the balance between the components of Iraq, and many components, governorates, and the region will participate in it, and it will have a president and members from all components.
    He added: At the present time, I believe that this council will cause problems in addition to increasing the financial burden on the state budget, and we have laws that are more important than the formation of the council that need to be legislated.

    The President of the Republic stresses the necessity of legislating the Federal Council law.
    His Excellency the President of the Republic, Dr. Abdel Latif Gamal Rashid, confirmed that the Presidency of the Republic is today undertaking the task of preparing draft draft laws, as it has completed the preparation of the draft law of the Supreme Council for Water, the draft law of the Federal Supreme Court, and the draft law of the Federal Council, Amending the decision of the dissolved Revolutionary Command Council regarding agricultural secretion, amending the drug and other laws, and following up on the cases of arrested and detainees.
