    [rtl]Baghdad - Iraq today:

    The Legal Committee in the House of Representatives affirmed that the legislation of the Federation Council law means the formation of a second wing of the legislative authority in the country and ends the state of constitutional vacuum that currently exists. The head of the committee, Rebwar Hadi, said in a press statement, "In all federal countries of the world, there are two chambers, the first for parliament and the second for the federation, and for many political reasons, they prevented the formation of the federation council in the country and the enactment of its law."[/rtl]

    [rtl] Hadi added, "As for today, the Federation Council law was put within the agreement of the State Administration Alliance, and the government curriculum for the prime minister, and indeed its draft was sent from the government to Parliament," explaining, "His committee has a draft law of the Federation Council and it will be worked on and matured in order to include it in Parliament's agenda after the end of the legislative recess for reading and voting. He pointed out, "The Union Council will be a second wing of the legislative authority, which currently has a constitutional deficiency, because the council is stipulated in accordance with the Iraqi constitution." [/rtl]
