    It demanded a parliamentary human rights committee, said yesterday, the government freeze the law to derail the adult orphans from shelters. The government called for the suspension of work by the Social Welfare Act until amended in the parliament. In turn , revealed the Ministry of Labour about the existence of 22 houses to shelter orphans and blind breadwinner, stressing that the administration of this role shifted to local governments. The ministry noted that the law allows for the extension of the care of each beneficiary of the role of the state to marry while for women, or the completion of study for students. 
    The Iraqi parliament amended the 2013 Social Welfare Act No. 126 of 1980. He said the amendment to the state 's role to four types: 
    First: The role of the state for children: to take care of children while completing their fourth year of age and shall apply the legal provisions concerning the role of the nursery. 
    Second: the role of the state for the young: to take care of young children from the fifth year until the completion of the twelfth year of life. 
    Third: the role of the state of events: to take care of events from the thirteenth year until the completion of eighteen years of age. 
    Fourth: The role of the state for adults: for the care of adults who have completed eighteen years of age and continued to study and while completing their university studies, and may be extended care of all beneficiaries of the state 's role of women , while access to adequate shelter or her marriage or access to jobs. 
    Says MP Ashwaq dry, member of the parliamentary committee for human rights, told the (range) yesterday, "There is a legislative failure for the role of care because the law provides for taking out an orphan after the age of 18 , " asserting that " the state required to provide jobs for those who graduate from this role, and to allow them to complete their studies, and for the girl to marry. " 
    Dry and pointed to a lack of job counselors Human Rights Commission in dealing with the Ministry of Labour and Social Affairs Act. 
    She said a member of the Human Rights Commission that the committee "created a version of a resolution demanding the government to stop the labor law until amended , " pointing out that " the proposed amendment to the law will be handed over to the Minister of Labour and Social Affairs in order to put in the cabinet being contain financial implications, and then sends it to parliament for approval the "dry .utabat" the first step now is not to remove the beneficiaries of the role of government care, and improving the services provided to them, the next step there will be a demand for increasing the number of role commensurate with the preparation of orphans in Iraq. " 
    For his part, Ammar Menem, a spokesman for the Ministry of Labour and Social Affairs, (range) that " the role of the Department of Special Needs Care State aimed at children and young people and children and adults who suffer from family problems or take care of the loss of one or both parents, or domestic violence "Menem he explained that" the responsibility of lodging role came under the supervision of the local governments in the provinces, "he said , " under the law amending the welfare Act No. 28 of 2013 and modify the instructions, it is not permitted to cut beneficiary relationship from orphanages who are homeless. " 
    He explained a spokesman for the Ministry of Labour that "Article (32 / iv) of the Act emphasizes the care of adults who have completed eighteen years of age and continued to study and while completing their university studies, and may be extended care of each beneficiary of the role of the state, especially from women , while access to adequate shelter or her marriage or access to decent jobs to live in dignity. " 
    He said the government official , "there are 22 government orphanage in Iraq for both sexes, four of them in Baghdad and the rest of the governorates , " 
    The Ministry of Planning announced, in July, the number of orphans who have been registered up to the age of 17, reached 600,000, with the exception of the provinces of Anbar and Nineveh and the number of widows 850,000 widow. 
    The Ministry of Planning and considered that the widows and orphans of moving files file the sense that it can be increased and decreases, stressing that these numbers represent an alarm if added governorates of Anbar and Nineveh , the numbers of widows and orphans may reach more than one million widows. 
    The Ministry of Labour and Social Affairs has allowed, in (17 March 2016), civil society organizations opened orphanages and incompetent family care. He believed that the decision will contribute to mitigate the burden on the state in light of the difficult economic conditions, stressing that the role will be under constant supervision and follow - up.
