Financial Control indicate weakness and double at the Ministry of Agriculture and its formations
A report of the Federal Office of Financial Supervision, on Wednesday, a weakness in the Ministry of Agriculture Policy and its formations in the follow - up to the implementation of investment projects for public and private sectors, resulting in delays and the reluctance of many of these projects during the period (2010 until 2015) due to the lack of seriousness of the preparation of the technical and economic feasibility studies prepared in this regard.
The total implementation rates for projects during the years (2013-2015) between (45% -57%) under clear fluctuation in the number of projects implemented for the Ministry during the mentioned period, according to the report.
The report , which was obtained by the (range) a copy of it, to the presence of duplication in the implementation of some of the investment budget of similar executed projects in the formations of the ministry rather than exploit in strategic projects more important, as well as the existence of projects included in the investment plan for agriculture directorates in the provinces are not economically matter feasibility which caused not to take advantage of them, as the ministry has worked to transform 29 investment projects during the year / 2014 the current budget and it stopped working, as well as most of the strategic projects of cattle and poultry feed plants and most fish farms work stations stopped Since the events of the year / 2003 , which already had been working to bridge the local market need of meat in a timely manner because of poor coordination between the departments of Agriculture and the National Investment.
The report recommended the need to prepare plans by the ministry to take into account the priorities of investment projects based on the technical and economic feasibility to ensure the implementation and operation for the advancement of agricultural reality studies, as well as encouraging and supporting private investment and foreign sector in plant and animal production projects.
According to the Office of Financial Supervision, that this report has been prepared in accordance with the annual plan Court to assess the achievement of development goals of government ministries, including the Ministry of Agriculture and contained within the national development for the years plan (2013-2017) for the advancement of agricultural reality in charge of food security and increase the gross domestic product down to a long - term goal achieving self - sufficiency in agricultural products.
