    BAGHDAD / Al-Ghad Press: 
    A member of the parliamentary finance committee, Jabbar al-Abadi, on Saturday, send the draft budget bill in 2018 to the Finance Committee "unconstitutional", revealing the existence of a political agreement not to pass the budget. 
    "Referring the budget to the Finance Committee and negotiating with the government is illegal and unconstitutional, and the Finance Committee is unconvinced," Abbadi told Al-Ghad Press

    He added that "the Finance Committee is not interested in negotiating with the government," noting that "it was better to take the budget two tracks, either to read the first reading to take its legal path and not to be there to address the Finance Committee with the government." 
    He added that "negotiations can not be held between the Finance Committee and the government, and it should be negotiated between the heads of blocs and the government of the existence of the Presidency of Parliament," noting that "the budget is still not subject to discussion within the Finance Committee, but there are some personal observations by members of the Committee on income and expenditure And others. " 
    He stressed that "the meeting of the government with the Finance Committee is supposed to be after the budget take the right context, but now can not be asked to meet with the government because there is no real desire of the blocks to pass the budget."

    The Presidency of the House of Representatives decided, last Sunday, to refer the draft bill of the budget of 2018 to the Finance Committee.
