He added that "there are a lot of remarks made by the House of Representatives on the budget law, including non-allocation of areas that have been attacked and urged for reconstruction, in addition to the non-allocation of petrodollars to the oil-producing provinces, including Kirkuk, despite the many debts on the government to the provinces producing."

He added that "the return of the budget to the government is not a conflict between the executive and legislative as much as the keenness to find a common space between the two authorities to contribute to the legislation of the law as soon as possible," explaining that "the House of Representatives will work during the first month to complete the shortcomings and legislation of the law and increase the proportion of compatibility and legislation Law".

"Is the government pleased to read the budget first reading and then return it to the government in the wake of the crisis, considering that the law, which responds in principle can not be decided during the legislative term and we are in the last legislative season?"

He pointed out that "the alternative is to return the budget to the government and is undergoing some amendments in agreement with the Finance Committee and then sent to parliament for a vote." C
