Al-Khafaji said that "the director of the office of Abbadi Ayad al-Waili is a penalty, a natural administrative matter that falls within the law of the career service which can be issued against any employee in the state. Therefore, the director of the office can not cancel or stop the orders of the municipality. As normal. "
