    North Korea announced on Thursday that it would not hold talks with its southern neighbor unless certain outstanding issues were resolved.

    "Yang Yong will not hold talks with South Korea unless the issues that led to the suspension of a high-level meeting this week are resolved," the Korean Central News Agency reported.

    Re Sun-joon, chairman of North Korea's Committee on Peaceful Unity, condemned "the annual Max Thunder air exercises between the United States and South Korea."

    Sun John also criticized the South Korean parliament for holding talks with "poor" figures without naming it, according to Reuters.

    The "Max Thunder" air exercise began on May 11 and will last for two weeks and is expected to involve about 100 warplanes.

    The South Korean Defense Ministry said in a statement that "Max Thunder" is a regular exercise scheduled long before the draft summit between the United States and North Korea. "
