US President Donald Trump said on Wednesday he had the right to declare a national emergency if it was not possible to reach agreement with Congress on government funding legislation that would include funds to build a wall on the southern border.
Trump called on lawmakers to pass a law on funding to secure the US border with Mexico hours before his scheduled White House meeting with congressional leaders.
Trump, speaking at the White House, said he might have to resort to a "different way" to move ahead with the long-promised construction of the wall, amid a partial closure of federal agencies 19 days ago if Republicans and Democrats did not work together to resolve the funding dispute.
Trump said he did not announce the emergency during his speech on Tuesday night and was televised because he thought it was possible to reach agreement with Congress.
"I think we have to reach an agreement, but if I do not take this route, I have the absolute right to declare a national emergency if I want," Trump said.
