, the expert in the constitution, the former head of the Integrity Commission, Hassan Al-Yasiri, confirmed on Tuesday that the expiry of the constitutional term to assign the most bloc candidate does not generate a constitutional vacuum.
Al-Yasiri said, in a statement that Mawazine News received a copy of, that "the expiry of the constitutional period specified for assigning the largest number candidate is considered a constitutional violation without a doubt, but it does not create a constitutional vacuum, as some think it is a delusion."
He added: “That is because the established constitutional principles stipulate that there is no vacuum in power; and that in such a case constitutions guarantee the caretaker government to continue to perform its constitutional responsibilities, despite the constitutional breach.” End 29 / A 43
