    the government program monitoring committee has compared the cabinets of Prime Minister-designate Mustafa Al-Kazemi with the predecessors of Muhammad Allawi and Adnan al-Zorfi, while several points have been identified that the cabinet must include.
    The committee stated in a statement, “Yes Iraq” received a copy of it, “The ministerial curriculum of Mr. Mustafa Al-Kazemi was distinguished by being more organized than the previous curricula of Mr. Allawi and Mr. Al-Zarfi, as he focused on urgent priorities to receive attention and urgent follow-up, while there were broad goals that were singled out for specific paragraphs ”
    The statement pointed out that, "Nevertheless, the government curriculum of Mr. Al-Kazemi suffered a number of shortcomings that hinder Mustafa Al-Kazemi's success in achieving any of the mentioned goals, at least on the economic level. Among the most important observations are the following:
    1- It was mentioned in the priorities (Paragraph 4) to prepare an exceptional budget that takes into account the drop in oil prices and takes into account the disadvantaged southern governorates and the governorates that were destroyed and the Kurdistan region. This means dealing with scarce revenues and expansionary overheads. There are no suitable tools at this time to achieve this, and Al-Kazemi does not mention how this will be achieved.
    2- There is no indication of the salaries of the employees and the mechanisms through which a balance can be struck between scarce revenues, huge operating expenses, and a government deficit that may exceed 60 trillion Iraqi dinars. Note that the issue of securing employee salaries is a difficult test for Al-Kazemi’s government. Realistic mechanisms should have been made to deal with this dangerous file.
    3- Within the priorities, the hot file was not mentioned between the center and the region, especially with the recent stalemate and the need for the next government to take effective steps to achieve financial settlements and adhere to agreements and understandings according to the constitution.
    4- Within the third paragraph related to the economy and investment, point (1) dealt with establishing a construction council to start construction and investment programs. This step is unrealistic and does not fit the current stage, as the Iraqi economy needs exceptional (financial and economic) crisis policies (the economy needs intensive care). Thinking now does not help with broad development policies that need open financing and the government is unable to secure employee salaries for next June.
    5- The point (2-3-4) all of us need three foundations for success: the first / permanent government, not temporary, the second / stable economy is not stuck and heading towards the abyss, the third / appropriate government funding and support and this is not currently available.
    6- We have not seen any practical steps or visions on advancing the agricultural and industrial realities and truly supporting the private sector, in a way that can take a supporting role for the government sector.
    7- There were shy signals to address poverty and unemployment, which represent the most important challenges facing the state and society.
    Finally, we note that Mr. Al-Kazemi's curriculum was inappropriately focused, and it is not considered a curriculum to measure a serious economic and financial crisis. He did not mention the available tools and options, did not refer to hot files such as withdrawal from OPEC or reconsideration of licensing rounds, did not refer to the mechanisms of securing employee salaries and the exchange rate policy if prices continued to decline. The position regarding the problems with the financial and oil regions was ambiguous.
    There are also other important observations are:
    He forgot and forgot the topic of early elections, and no clear date has been set.
    The Peshmerga file has not been decided in terms of their entitlements, the point of their association, and the mechanism of their work.
    The file of the looted money has not been decided and the presentation of their files to the judiciary has
    moved away from the real reality and the economic deficit has become entrenched.
