The Parliamentary Economic and Investment Committee called on the federal government to restore its management policy of strategic and lagging projects, and to deal with them in a central package, given that the plans of local governments have not found any use in project management.
A member of the committee, Nada Shaker Jawdat, said in an interview with Al-Sabah newspaper, which was followed by Al-Iktissad News, that “local governments have not succeeded in achieving important projects, especially the strategic ones in their governorates, so the federal government should reconsider its policy, especially in completing the work. "These projects are within central working contexts under the control and supervision of the government, and those responsible for the projects that have been lagging for years are held accountable, and huge sums of money have been spent on them, including educational projects and building schools, which are long overdue."
And she continued, "We do not call for centralization, but rather we demand centralized control of projects, in order to complete important and strategic projects that are in the public interest," adding that "the lack of central control over strategic projects, especially industrial and agricultural ones, made the country an importer and a consumer." In addition to the waste of public money at the hands of the corrupt.
Jawdat called on "the government to strengthen the supervision aspect of projects and evaluate them after completion, and to develop an evaluation plan for all lagging projects, which have been working for many years and are stalled without success."
In addition, a member of the Parliamentary Services Committee, Abbas Al-Atafi, said, "The committee has prepared a new strategy within an action plan that provides for the follow-up of important and operating projects in all governorates, and effective monitoring with governors and ministries within its ministerial projects, especially its stalled projects and according to the percentage of completion."
He emphasized that “the committee presented a new work step and within the paper it prepared, which is to open files for the fugitives that occurred in projects, especially lagging ones, which were neglected for years and led to a waste of public money in all governorates, especially the projects that were referred in the years of 2005. Until 2014, because there are many projects that ceased to exist due to illegal decisions or measures without looking at preserving public money. ”
Al-Atafi added, “The committee will hold an expanded meeting with the Iraqi Engineers Syndicate on Tuesday of next week, in a new step in coordination with the general headquarters of the union and the heads of branches in the provinces, in order to coordinate and discuss projects throughout Iraq, and to involve the Iraqi engineer in all projects referred to companies Foreign ”.
He pointed out that "the meeting will discuss taking practical steps to address the rationale in the contract law and the decisions taken by the Council of Ministers in granting projects to governors or to ministries, and how they were implemented outside the law and the required specifications." Services provided in the provinces.
He pointed out that "the working paper prepared by the committee with the participation of the Engineers Syndicate will be presented during the coming days at the meeting, and will be discussed to come up with a vision and joint work that will contribute to supporting the Iraqi engineer and his participation in all projects and according to specializations."
