Thousands of slums scattered in most of Iraq's cities, which multiply like mushrooms, pose security, social, economic and health risks, as well as distorting the aesthetic of urban and urban planning for the country.
In the latest shocking indicators and statistics about the number and reality of these slums, the Iraqi Ministry of Planning revealed through its spokesman, Abdul-Zahra Al-Hindawi, in statements to the official Iraqi News Agency, that the number of slums, according to the indicators available to the ministry, reached 4,000 scattered in all Iraqi governorates, And 3 million and 300 thousand people live there, explaining that Baghdad governorate occupies the first place in terms of the presence of slums, with 522 thousand housing units.
The Iraqi official confirmed that after the approval of the housing settlement law, the Ministry of Planning will begin implementing the plan to treat slums, especially as it includes comprehensive solutions and is on two axes, the first is to reduce the spread of slums, and the second is to develop a set of mechanisms and procedures according to the nature of each slum, as the ministry will conduct an economic and social survey Comprehensive slums, in order to determine the nature of their construction and organization.
To comment on the enormity of these announced figures about Iraq’s slums and the number of their residents, the Iraqi researcher, Raad Hashem, says:The slums in Baghdad and the rest of Iraq’s proliferating cities are the result of a number of factors, the most prominent of which is the migration of rural people and villages to cities, due to the scarcity and deterioration of services there, which by the way is deteriorating even in Iraqi cities, and the effects of drought and desertification and the repercussions of climate change, and because of the failure that the ruling political class has accumulated In Iraq for about two decades, in addressing the repercussions of the phenomenon of displacement and migration from the countryside to the cities by the villagers who live in random areas and suburbs around the cities, and thus the slums have turned into places of residence and gathering of the poor and needy popular classes, which stimulated many parties and gangs that exploit people It trades them and employs them as cheap labour, to work on drug trafficking, kidnapping children and trafficking in human organs, as well as the danger of them turning even into fertile environments for terrorist groups to infiltrate them.”
The Iraqi researcher adds: "The Iraqi authorities undoubtedly bear the brunt of this tragic reality in the slums, and we remember how the government's talk for many years about allocating huge budgets for housing and service projects, it turned out that they were in fact just fake projects and a front for profit and corruption, and that they only constituted electoral promises. It quickly vanishes after the dust of the election battle has settled, just like the various big false promises that are lavished before the election seasons, which frustrate public opinion and sow despair among people about the improvement of their conditions and the conditions of their country, at least in establishing the foundations of modern housing construction, which brings together these citizens who live in slums In decent environments and housing complexes that enjoy health and humane factors and conditions.”
This despondency is caused by the government’s chronic failure to solve the housing problem and address the phenomenon of dangerous slums in Iraq, as Hashem sees, continuing: “A lot of societal reactions, turmoil and vibrations were born, as these unorganized slums certainly generate environments that breed and attract crime, corruption and terrorism. Even, the problem is that the ruling political class is very far from finding meaningful solutions to solve this chronic national and social problem, and here the agreements that were recently talked about with China, for example, are not very reliable because they may only contribute to partial solutions that are almost unnoticed to a difficult problem and growing.”
Hashem elaborates on the complications surrounding the Iraqi slum file, saying: "Even the government's distribution of plots of land to citizens, did not also contribute to alleviating the housing and slum crisis, as it was distributed selectively, opportunistically and extortionate in most cases, and according to political and family affiliations, even for that a distribution process."
